Procurement PM (PMP)

InnoSoulRaleigh, NC
Hybrid

About The Position

Senior Project Manager for the Applicant Fingerprinting Service Project. This is a hybrid position. All work must be completed within agreed upon established daily core work hours on established on-site workdays at the SBI location or remote workdays unless prior approval is granted by the hiring manager. Candidate will need to attend required onsite meetings scheduled throughout the engagement. North Carolina's current applicant background check system has several outdated and inefficient processes. To address the inefficiencies, the NC State Bureau of Investigation (NC SBI) plans to procure and deploy a statewide Applicant Fingerprinting Service (AFS) solution to provide an applicant fingerprinting service to employers, licensing agencies, public safety, applicants and citizens that enables fingerprint-based and name-based applicant criminal history checks to be processed as quickly, accurately and efficiently possible. The vendor solution will include the background check authorization, scheduling, fingerprinting, fulfillment, billing, and payment services supported by the AFS software application provided by the vendor as well as the interfaces between that application and the NC SBI's fingerprint and background check applications. The AFS solution will result in significant changes to the business operations of organizations, both internal and external to the NC SBI. Although the project has an IT component, a very significant portion of the project work will be managing changes to business operations and the resulting organizational transition. The project definition is complete and the initial planning and gathering of business requirements are underway. The NC SBI is seeking a seasoned, full-time, supplemental-staff IT project manager to assist with the development of the competitive bid procurement (Request for Proposal) and the evaluation of the vendor proposals and contract award, to work with the impacted business organizations in managing their organizational transitions, and to manage the project through the implementation of the AFS solution. The selected candidate will be required to successfully complete an SBI fingerprint-based background check, provide attestation of security training compliance with the FBI Criminal Justice Information System (CJIS) Security Policy, and provide a signed security addendum. Upon selection, the NC SBI will provide information on how to fulfill these requirements.
