About The Position

The North Carolina Department of Health and Human Services (DHHS) Information Technology Division (ITD) is seeking a Project Manager (PM) to join the Medicaid Enterprise System (MES) Program. This role will be responsible for leading procurement, design, development, and implementation efforts for a large, complex IT system. The PM will develop all project management artifacts in a waterfall-agile hybrid environment, partnering with Product Managers, the MES PMO, procurement professionals, and external vendors. This position requires guiding business leaders and teams through the project lifecycle, monitoring progress, assessing quality, and managing the impact of changes on users. The role also involves supporting federal certification exercises and planning processes, with a strong emphasis on ITSM/ITIL knowledge and experience in a multi-vendor environment.

Requirements

  • Knowledge of Enterprise IT Systems, system integration principles, and associated change management best practices (7 Years)
  • Ability to provide project management support and manage the day-to-day vendor and contract activities to ensure desired outcomes (7 Years)
  • Demonstrated ability to manage multiple priorities and projects, function in a fast-paced moving constantly changing, deadline driven environment (7 Years)
  • Extensive knowledge of test management principles and best practices (7 Years)
  • Leadership, persuasion, negotiation, relationship management, conflict resolution, and effective oral and written communication expertise (15 Years)
  • Demonstrated PMBOK subject matter expertise AND experience (10 Years)
  • Demonstrated Agile (preferably SAFe and Scrum) expertise AND experience (5 Years)
  • Demonstrated proficiency in using online collaboration tools, particularly Microsoft SharePoint and Teams (5 Years)
  • EXPERT use of Microsoft Project, Word, Excel, PowerPoint, Visio, and Adobe software (15 Years)
  • Demonstrated ITIL/ITSM knowledge (2 Years)

Nice To Haves

  • Has an understanding of CMS' Seven Standards and Conditions and Medicaid IT systems or HIT (Highly desired)
  • Experience on a prior or current MMIS, HIT, HIE, Eligibility or other related implementation project requiring federal oversight (Highly desired)
  • Knowledge of Organizational Change Management (OCM)
  • Participation in drafting procurement documentation (Request for Proposals (RFPs))

Responsibilities

  • Leading the efforts associated with procurement, design, development and implementation of a large, complex IT system.
  • Developing all project management artifacts in a waterfall-agile hybrid environment.
  • Partnering with Product Managers, MES PMO and procurement professionals and external vendors to support and guide business leaders, business change and process improvement teams through all of the required steps and phases of the project lifecycle.
  • Monitoring, tracking, scheduling, documenting, assessing quality, and articulating the way changes affect the users on a day-to-day basis.
  • Ensuring that thorough testing of systems and scenarios occurs throughout the implementation.
  • Supporting the federal certification exercise and associated planning processes.
  • Providing project management support and managing the day-to-day vendor and contract activities to ensure desired outcomes.
