About The Position

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth, strengthening both families and communities within the Commonwealth. The Virginia Department of Juvenile Justice (DJJ) is seeking an experienced and motivated Buyer Supervisor to lead procurement operations supporting agency facilities, community programs, and administrative offices throughout the Commonwealth. This position supervises purchasing staff and ensures all procurement activities comply with the Virginia Public Procurement Act (VPPA), state procurement regulations, and agency policies. The ideal candidate will possess strong leadership, contract administration, and public procurement experience with the ability to manage multiple purchasing initiatives in a fast-paced government environment. Certification as a Virginia Contracting Officer (VCO) is required for this position; if not a VCO upon hire, certification must be achieved within 12 months from the hire date.

Requirements

  • Experience in procurement, purchasing, contract administration, or supply chain operations.
  • Supervisory or team leadership experience.
  • Working knowledge of public procurement laws, regulations, and purchasing procedures.
  • Extensive knowledge, and the use of eVA, VITA, and the Department of Small Business and Supplier Diversity (SBSD) SWaM requirements.
  • Experience interpreting and training staff on the content of the Virginia Public Procurement Act (VPPA) and Supply’s Agency Procurement and Surplus Property Manual (APSPM), VITA and eVA mandated requirements and the state administered small purchase charge card program.
  • Strong communication, analytical, and organizational skills.
  • Ability to manage multiple priorities, deadlines, procurement initiatives.
  • Certification as a Virginia Contracting Officer (VCO) is required for this position; if not a VCO upon hire, certification must be achieved within 12 months from the hire date.

Nice To Haves

  • Experience and/or training in business administration, public administration, finance, supply chain management, or related field.
  • Virginia Contracting Officer (VCO) certification.
  • Certified Public Procurement Buyer (CPPB), Certified Public Procurement Officer (CPPO), or a Certified Purchasing Manager (CPM) is optional.
  • Experience in government or institutional purchasing environments.
