About The Position

The New York City Department of Health and Mental Hygiene (NYDOHMH) is seeking a Procurement Manager to support its contract and grant development programs. This role involves a broad range of procurement-related work, including processing and maintaining contracts for goods and services. The selected candidate will be an employee of Public Health Solutions (PHS), a nonprofit organization, but will work and be supervised by DOHMH. This is a grant-funded position ending in November 2027. The Center for Health Equity & Community Wellness (CHECW) aims to eliminate racial inequities in health outcomes by addressing social and environmental factors. In the event of a public health emergency, employees may be mandated to assume an emergency response role. The Procurement Manager will report to the Director of Contracts and will perform work of moderate difficulty with latitude for independence.

Requirements

  • A baccalaureate degree from an accredited college and 3 years of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
  • An associate degree or completion of 60 semester credits from an accredited college, and 5 years of satisfactory, full-time professional experience as described in “1” above; or
  • A four-year high school diploma or its educational equivalent and 7 years of satisfactory full time professional experience as described in “1” above; or
  • A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent and 1 year of the experience described in “1” above.

Responsibilities

  • Be responsible for all assigned CHECW contracts, including editing, fact-checking, proofreading, reviewing, and researching procurement and contracting actions and grant-related funding contracts.
  • Confer with, advise on, and coordinate operational, technical, and professional staff (internal and external) in the agency procurement process.
  • Review grant documentation, including grant budgets, proposals, and reports, to ensure compliance with contracts and grant protocols.
  • Prepare fiscal summary reports and make recommendations to supervisor concerning provision of additional funding or defunding of existing programs procurement documents and contracts.
  • Review contracts, including subcontractors and consultants, for completeness and accuracy.
  • Analyze and provide information on vendors' past performance and financial status, as well as other factors that might affect the delivery of contract services.
  • Serve as a centralized divisional level liaison with bureaus and the Agency Chief Contracting Officer (ACCO), along with other internal and external entities for assigned contracts, including City Council Discretionary awards and MWBE Procurement Methods.
  • Conduct analyses of contracts and grants data and prepare for procurement methods based on the contracts and grants data and summary/project reports.
  • Prepare and submit scope and budget to initiate contract actions and other related documents.
  • Work closely with CHECW programs in applying for grants to ensure proper procurement is executed and procurement completion is timely and accurate for programs' grant-funded service needs.
  • Maintain each bureau's contracting tracking log; reconcile periodically with ACCO and program area.
  • Correspond with vendors and programs for pre/post-award completeness, which includes sharing or modifying policy and procedures.
  • Ensure compliance with programs to ensure all contract reporting requirements are being fulfilled in a satisfactory manner, including visits with the contractor.
  • Provide customer support to all City Council Funded Community Based Organizations as well as all vendors awarded city contracts.
  • Maintain electronic and hard-copy files of all contracts and reporting; update contracting trackers monthly; track timeline workflow for contract development.
