About The Position

As a Procurement Director, you will manage major procurement activity for the Airports Authority and advise officials on contracting policies and procedures, impacting operations and progress on high-impact, high-dollar value construction activities or Corporate function. The Procurement Director serves in the Procurement and Contracts Department of the Office of Supply Chain Management at the Headquarters Office. This role develops and oversees procurement policies and procedures for the Airports Authority. The Director manages the procurement process for a wide variety of major capital equipment, goods, services, leasing, construction, and/or Architecture/Engineer (A/E) design plan contracts. Performs related functions.

Requirements

  • Nine years of progressively responsible experience in procurement and contracting, including analysis of cost proposals, negotiations, and resource planning.
  • A bachelor’s degree in any field.
  • Four of the nine years of experience must include managing a team of procurement or contracting specialists.
  • Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
  • Knowledge of and ability to use various types of contracts and methods of procurement and contracting.
  • Knowledge of and ability to apply government and industrial sector procurement regulations, policies, and practices to manage major procurements through subordinates.
  • Ability to perform procurement planning at strategic and tactical levels.
  • Skill in negotiation with bidders and contractors to obtain best price, delivery, and other terms.
  • Ability to perform detailed analyses of data and information and make recommendations.
  • Ability to speak and write effectively, with emphasis on negotiation and persuasive techniques.
  • Skill in managing multiple projects concurrently.
  • Skill in using a computer and modern office suite software, with emphasis on procurements and accounting systems/software.
  • A state driver’s license in good standing.

Nice To Haves

  • A master’s degree may substitute for 2 years of experience.
  • Experience in large-scale public sector agencies or airports.
  • Experience using an automated procurement processing system for procurement and supply chain management.
  • A bachelor’s degree in business, Contract Management, Finance, or related field.
  • Certification as a Certified Public Purchasing Officer (CPPO) from the Universal Public Procurement Certification Council (UPPCC) within one year of hire, promotion, or placement in the job.

Responsibilities

  • Develops internal procedures and contracting formats to facilitate the procurement process and foster full and open competition.
  • Directs, coordinates, and monitors the planning, solicitation, negotiation, award, administration, and termination of contracts.
  • Conducts long-range procurement planning to ensure necessary contracting support.
  • Monitors global, national, and regional trends in assigned procurement activity to identify appropriate methods, sources, prices, and other terms for procurement.
  • Provides advice on methods and procedures to assist in outreach to and goal-setting for disadvantaged, minority, and women’s business enterprises.
  • Conducts outreach efforts.
  • Coordinates with other offices to ensure compliance with procedures and requirements.
  • Coordinates extensively with the General Counsel's staff and various offices to develop contract documents and serve as negotiator to settle protests, disputes, and claims.
  • Analyzes commercial cost proposals.
  • Reviews solicitations, amendments, awards, modifications, and correspondence.
  • Approves sole source and limited procurement justifications.
  • Develops department plans, goals, and milestones and assigns priorities.
