About The Position

The New York City Department of Transportation’s Division of Bridges oversees all aspects of the design, construction, rehabilitation and reconstruction, maintenance, operation, and administration over 800 bridges, 4 vehicular tunnels, 637 retaining walls, and 54 culverts. As an integral part of NYC DOT, the Division has a two-fold mission: to maintain an optimal transportation network by ensuring smooth mobility on the City's bridges and to ensure the safety of the public. This position will function within The Bureau of Finance and Performance Management. The Bureau drives the financial, operational, and performance oversight that enables the Division to deliver its capital and operating programs. It manages the Division’s $200 Million operating budget and $13 Billion Capital Budget, completes the Division’s Capital Plans, oversees all procurements, ensures compliance with directives and policies, advances efficiency initiatives, directs project delivery, issues overweight truck permits, and serves as a key liaison to ensure accountability and transparency. The Bureau is seeking to hire an individual to assist its Confidential Strategy Planner across many different fields such as but not limited to procurement, budget, grants, operations, etc. in a myriad of tasks that include but are not limited to New Needs, special procurements utilizing different procurement methods, budget analysis, contracts, project management, railroad force accounts, etc.

Requirements

  • Candidate must be serving permanently in the title, or be reachable on the open-competitive list.
  • A baccalaureate degree from an accredited college or university; or
  • An associate degree or completion of 60 semester credits from an accredited college or university, and 12 months of satisfactory, full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
  • A four-year high school diploma or its educational equivalent and two years of satisfactory full-time professional experience as described in "2" above; or
  • A combination of education and/or experience equivalent to "1", "2" or "3" above.
  • College education may be substituted for professional experience under "2" or "3" above at the rate of 30 semester credits from an accredited college or university for 6 months of experience.
  • All candidates must have at least a four-year high school diploma or its educational equivalent.

Nice To Haves

  • To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "2" above.

Responsibilities

  • Using the City’s Financial Management System (“FMS”) to check balances, encumbrances, budget structures, etc.
  • Assist Units with completing New Need Forms to be submitted to the DOT Budget Office
  • Confirm grant budget codes match liquidations with claimed amounts and identify discrepancies
  • Perform Financial Contract Change Requests (“FCCR”) and Purchase Order Change Requests (“POCR”) in the City’s Procurement and Sourcing Solutions Portal (“PASSPort”) to make contracts ready for vendor invoicing as well as ensure all POs of existing contracts are set up at the beginning of each Fiscal Year (“FY”)
  • Research contract as well as procurement documents utilizing PASSPort and the Division’s SharePoint
  • Assist in compiling documents for procurements from requisition to registration
  • Utilize Microsoft Word and Microsoft Excel in clearly communicating history of events, current states of various projects, justifications, etc.
  • Distribute railroad force account invoices and track the liquidations that are processed outside of PASSPort
  • Perform other related duties
