About The Position

Torch Technologies is seeking a Principal Test and Requirements Manager to support the Air Force Life Cycle Management Center Electronic Systems PEO (AFLCMC/ES) at Hanscom AFB, MA. The Electronic Systems System (ESS) Division aka Force Protection Division's mission responsibility is to manage and execute the modernization, design, development, testing, fielding, and sustainment of the various software and hardware within the ESS Portfolio. This position is contingent upon contract award.

Requirements

  • Bachelor's degree in a professional engineering discipline from an ABET-accredited educational program and at least 25 years of experience in the respective technical/professional discipline being performed, 15 of which must be in the DoW.

  • Systems engineering fundamentals within acquisition programs
  • Development and review of SOWs, specifications, and CDRLs
  • Technical evaluation of proposals and vendor solutions
  • Ability to assess hardware and software integration for security-related systems
  • Experience supporting design reviews, acceptance tests, and verification activities
  • Site survey planning, execution, and documentation
  • Familiarity with security‑related electronic and physical protection systems
  • Ability to develop cost estimates and Rough Order of Magnitude (ROM) assessments
  • Understanding of joint service interoperability considerations (Air Force, Army, Navy, Marine Corps)
  • Strong written and verbal communication skills
  • Ability to collaborate effectively with Government, military, and contractor personnel
  • Ability to work as a key contributor within Integrated Product Teams (IPTs)
  • Strong analytical and problem‑solving abilities
  • Ability to provide clear technical guidance to stakeholders at multiple organizational levels
  • Professional judgment and ability to manage complex, high‑impact programs
  • Ability to represent the program office in stakeholder groups and working groups
  • Must have and be able to maintain a Top-Secret level clearance.

Responsibilities

  • Work with a team of multiple Government and contractor personnel, serving as a member of IPTs, providing accurate requirements interpretation for the development, acquisition, and deployment of electronic systems protecting Air Force bases worldwide (i.e. security for the entire Air Force nuclear weapons stockpile).
  • Guide project managers through systems such as AF security forces Integrated Base Defense Security Systems (IBDSS) development and coordination of mission needs statements, concept of operations, employment, and execution documents, operational requirement documents, program management directives, and operational test plans with the AF directorates, AF divisions, MAJCOMs, and other services
  • Coordinate project site survey scheduling with AF directorate, AF division, and other MAJCOMs needs for all MAJCOM assets, both nuclear and non-nuclear.
  • Assists the AF directorates, AF divisions, and MAJCOMs in the development of system products descriptions for their electronic programs.
  • Helps develop and maintain project support agreements with MAJCOMs and their installations.
  • Provides MAJCOMs with Rough Order of Magnitude and cost estimates for the Program Objective Memorandum (POM) process.
  • Assists in guiding the expenditure of a systems budget for installation, sustainment, and modernization of electronic and physical systems.
  • Acting as primary IPT member for all hardware and software such as fixed site alarm annunciation and automated entry control systems installations that enter the Air Force inventory. This includes all fixed site PL1- PL4 installations, PL1 Nuclear (PL1N), and all installations CONUS and OCONUS, and all tactical installations in the area of responsibility
  • Deploy to project pre-award and post-award site surveys to provide technical expertise
  • Assist in the development of acquisition documents to include the SOW, installation specifications, and CDRL items
  • Provide technical expertise in the Request for Quote Fair Opportunity Evaluations
  • Provide expertise during all project design reviews
  • Assist by providing expertise in project acceptance tests and verification tests
  • Serve as liaison between the program office and groups such as the Physical Security Equipment Advisory Group and IBDSS Working Group as they relate to electronic security
  • Provide logistics support and training for new systems and ongoing support of legacy systems through other contractors or servicers (i.e. Cryptologic Systems Group in San Antonio, Texas)
  • Provide assessment of lethal and non-lethal weapons for protection of personnel and resources, whether in garrison or deployed worldwide
  • Provide any integration of Army, Navy and Marine Corps specific security needs into AF project requirements and strategy documents in support of joint acquisitions
