Principal Technical Program Manager - TeraWave Ground Infrastructure

BLUE ORIGIN•Cupertino, CA
•$197,849 - $276,988•Onsite

About The Position

Blue Origin is developing TeraWave, a satellite communications network intended to provide symmetrical data speeds of up to 6 Tbps worldwide for enterprise, data center, and government users. The Principal Technical Program Manager will work within the TeraWave Network Ground Infrastructure organization, managing the end-to-end design, deployment, and operational scaling of terrestrial and ground networking architecture. This includes the physical and logical network fabric connecting the satellite constellation to the global internet, at the intersection of carrier-grade networking, high-speed packet processing, and global data center and Point of Presence (PoP) deployments. The role owns the integrated network software roadmap and execution plan, establishes scalable planning and delivery mechanisms, and aligns software, hardware, systems engineering, integration, and operational partners. The program manager works with engineering leaders and technical teams to identify critical-path dependencies, resolve ambiguity, manage program risk, and deliver major system capabilities. The position is based in Seattle, Washington, or Cupertino, California.

Requirements

  • Bachelor’s degree in Computer Science, Engineering, or a related STEM field.
  • 10 or more years of technical program management or equivalent program leadership experience working with software engineering organizations.
  • Experience leading complex, multi-team software programs from planning through integration, release, and operational deployment.
  • Experience developing and managing integrated roadmaps, milestones, dependencies, risks, and critical paths.
  • Experience coordinating software delivery with hardware, silicon, embedded systems, or other tightly coupled engineering organizations.

Nice To Haves

  • Master’s degree in Computer Science, Engineering, or a related STEM field.
  • Experience delivering networking, telecommunications, aerospace, embedded systems, or large-scale distributed-system programs.
  • Experience managing programs spanning cloud software, embedded software, networking hardware, and operational infrastructure.
  • Familiarity with networking concepts such as routing, switching, wireless systems, Software-Defined Networking, or network management and orchestration.
  • Experience using Jira and Confluence for planning, dependency management, and organizational reporting.
  • Experience working in a fast-paced development environment with evolving requirements and aggressive delivery timelines.
  • Ability to influence technical teams, engineering leaders, and cross-functional stakeholders without direct authority.

Responsibilities

  • Manage the deployment strategy for scaling the global IP/MPLS backbone, connecting gateway locations, core PoPs, and SatOps facilities.
  • Develop the global transit strategy, including negotiation of tier-1 IP transit partnerships, dark fiber leases, and high-capacity transport circuits.
  • Expand the global footprint by deploying PoPs at major Internet Exchange Points and carrier-neutral data centers, and establish direct peering policies to reduce user latency and optimize cost per bit.
  • Drive physical hardware deployment, including rack elevations, power distribution, thermal management, cabling standards, and top-of-rack switch integration.
  • Manage physical site selection, real estate acquisition, and civil and facility engineering for gateway earth station data centers and SatOps facilities.
  • Direct multidisciplinary teams through technical-space build-outs and manage vendor relationships, colocation agreements, and global enterprise-scale hardware procurement cycles.
  • Drive country-specific regulatory compliance, telecommunications licensing, and cross-border legal approvals for international site deployments.
  • Own the integrated network software roadmap and execution plan, and establish scalable planning and delivery mechanisms.
  • Align software, hardware, systems engineering, integration, and operations partners; identify critical-path dependencies, resolve ambiguity, manage program risk, and deliver major system capabilities.
