About The Position

Credence is seeking a Principal Technical Manager to support an assigned Integrated Product Team (IPT) at Robins Air Force Base, Georgia. The role is responsible for systems engineering activities for assigned programs and products across development, production, testing, and technical management. The work includes applying Air Force life-cycle management (LCM) and systems engineering processes to weapon systems and related products, from requirements definition and design through verification, validation, and operations and support. The manager applies systems engineering principles and technical knowledge to interpret and flow down capability requirements, assess design options and trade-offs, evaluate technical risks, and support test and verification strategies while accounting for cost, schedule, and other life-cycle constraints. The position also supports operational requirements, system architecture and specifications, engineering-change analysis, life-cycle cost evaluations, test planning and execution, technical documentation, and acquisition technical processes. An active TS/SCI clearance and extensive technical experience, including substantial Department of Defense experience, are required.

Requirements

  • Active TS/SCI security clearance.
  • One of the following experience and education combinations: a master’s or doctorate in a related field and at least 20 years of experience in the relevant technical or professional discipline, including 12 years in the DoD; a bachelor’s degree in a related field and 25 years of relevant experience, including 15 years in the DoD; or 30 years of directly related experience with the proper certifications described in the PWS labor-category performance requirements, including 20 years in the DoD.
  • Experience managing technical processes related to DoD life-cycle management activities, such as configuration management, risk management, technical data management, integrity programs, quality management, performance improvement programs, requirements management, or other systems engineering processes.
  • Knowledge of systems engineering concepts and Air Force life-cycle management processes.
  • Broad knowledge of weapon-system operational procedures and techniques, and climatic and environmental factors affecting fielded performance.
  • Knowledge of regulations, policies, and operating instructions relevant to technical documents, technical data, and systems engineering execution.

Nice To Haves

  • Systems engineering qualification through a systems engineering certificate or degree from an ABET-accredited school; DAWIA/APDP Engineering and Technical Management Level II certification; INCOSE Associate Systems Engineering Professional, Certified Systems Engineering Professional, or Expert Systems Engineering Professional certification; 12 consecutive months of DoD acquisition work experience; or completion of the DAU CLCL 005 Supportability & Design Interface credential.
  • Acquisition qualification through the DAU CACQ 010 Foundational Acquisition Intelligence credential; any level of DAWIA/APDP certification; or a degree or certificate in life-cycle management, product life-cycle management, or a related field from an institution accredited by a U.S. Department of Education-approved accrediting organization.

Responsibilities

  • Support assigned programs and products with systems engineering activities across development, production, test, and technical management.
  • Identify and document technical requirements for weapon-system products.
  • Develop technical, engineering, and test or verification plans that define objectives and methods for meeting mission and system requirements.
  • Apply systems engineering principles and technical knowledge to flow down capability needs and requirements, evaluate design approaches and trade-offs, and assess test and verification strategies within life-cycle cost and schedule constraints.
  • Evaluate technical risks, make independent technical decisions, and recommend options to optimize system performance and acquisition schedules.
  • Ensure continued Operational Safety, Suitability, and Effectiveness (OSS&E) for assigned systems.
  • Provide technical inputs for new-development product-support operational needs.
  • Review and analyze assigned systems throughout conceptual, demonstration and validation, engineering, manufacturing development, production, and Operations and Support phases.
  • Develop or originate new features and improve, extend, or validate existing processes, data, methods, or techniques.
  • Help translate DoD user requirements into system requirements used to design, develop, fabricate, test, and evaluate systems, subsystems, and equipment.
  • Review system design baseline, including architecture and interoperability requirements, and help develop system specifications and architecture products.
  • Independently analyze proposed engineering changes and specifications and provide the Government with evaluations and recommendations regarding vendor proposals.
  • Support life-cycle cost evaluations for proposed systems and components.
  • Support test and evaluation planning, conduct, and analysis of results against operational requirements; participate in ITTs, TRRs, and related events; and help determine the capability and availability of DoD and civilian test resources and facilities.
  • Help schedule and secure test resources, and monitor, assess, and report on test and evaluation efforts for different types of systems.
  • Support test and evaluation design, planning, execution, analysis, reporting, and documentation, including applicable certifications and procedures, to assess system, subsystem, component, and equipment performance.
  • Support development of system and program technical plans by reviewing technical documents, participating in working groups, tracking risk and issue resolution, reviewing test plans, procedures, and data, and supporting special studies of alternative approaches.
  • Coordinate and manage acquisition technical processes.
