Principal Portfolio Manager, Infrastructure Development

Meta•Seattle, WA
•$202,000 - $273,000

About The Position

Meta's Infrastructure team is seeking a senior individual contributor to serve as the operational backbone of its Energy Infrastructure Investments pillar. The role moves energy infrastructure opportunities from early development and commercial structuring through investment approval, closing, and delivery readiness. It builds and runs the program execution, governance, external partnership management, and cross-functional coordination needed to deliver large-scale energy infrastructure investments on time and on budget. The role combines commercial and financial judgment in energy development with hands-on responsibility for creating first-version processes, governance, and tools. It establishes the operating mechanisms for tracking, risk management, decision-making, and coordination across a complex investment pipeline, and helps manage relationships with independent power producers, utilities, and other energy ecosystem partners. Relevant experience may come from energy development, utilities, hyperscalers, project finance, infrastructure investing, commercial origination, or program leadership; no single career path is required.

Requirements

  • Bachelor's degree in a directly related field, or equivalent practical experience; the posting also specifies a bachelor's degree in engineering, business, finance, economics, or a related field, or equivalent practical experience.
  • 15+ years of experience across energy infrastructure or power development, infrastructure investment or project finance, commercial energy origination, or program leadership of large-scale energy and capital projects.
  • Proven track record managing complex, multi-billion-dollar infrastructure programs with concurrent workstreams, external partners, and long-term horizons.
  • Experience managing external partnerships with utilities, independent power producers, or energy infrastructure developers, and driving accountability and alignment across multi-party delivery programs.
  • Direct experience carrying energy commitments—such as PPAs, capacity agreements, energy service agreements, tolling or fuel-supply arrangements, interconnection agreements, or utility agreements—from structuring through execution.
  • Deep knowledge of energy infrastructure development lifecycles, including origination, diligence, siting, permitting, interconnection, financing, construction, and commissioning of generation and transmission assets, with depth in front-end development before investment approval.
  • Finance fundamentals, including capital, credit, and commercial structuring, plus experience managing capital budgets, forecasting, and variance reporting in infrastructure-intensive environments.
  • Track record personally building governance frameworks, stage gates, and operating cadences, including establishing them where none existed, to drive accountability and predictable delivery across matrixed organizations.
  • Experience driving decisions across complex, interdependent programs in ambiguous, fast-moving environments with competing priorities, and influencing executive stakeholders.
  • Experience communicating complex program status to executive stakeholders through clear, actionable narratives, such as executive briefings, board-ready materials, and portfolio reviews.

Nice To Haves

  • Experience in the hyperscale data center, cloud, or other large-load industry, with direct involvement in energy or power infrastructure program delivery.
  • Experience standing up new program-management functions in fast-scaling organizations.
  • Background in investment banking, project finance, infrastructure investing, or corporate development, combined with hands-on program or delivery accountability.
  • Ability to integrate AI tools to optimize or redesign workflows and drive measurable impact, such as efficiency gains or quality improvements.
  • Experience across multiple US markets, ISOs/RTOs, utilities, regulatory environments, and generation technologies, including gas and thermal power plants.
  • MBA, PMP, or other relevant advanced degree or credentials.
  • Ongoing AI skill development, such as prompt/context engineering or agent orchestration, and staying current with emerging AI technologies.
  • Accounting depth relevant to infrastructure investments, such as FP&A, return-on-investment analysis, balance-sheet treatment, or investment accounting.
  • Experience adhering to and implementing responsible, ethical AI practices, such as risk assessment, bias mitigation, and quality and accuracy reviews.

  • Support investment memos, diligence, and the structuring and execution of energy commitments, working with partners on capital, credit, and commercial terms.
  • Establish stage-gate processes, decision frameworks, and escalation paths to drive predictable portfolio delivery.
  • Monitor and report program cost, schedule, risk, and interdependencies, providing objective insights and early warnings to leadership.
  • Identify and resolve cross-project dependencies, resource conflicts, and execution bottlenecks.
  • Design and operate the pillar's governance framework, including review cadence, decision rights, reporting structures, and accountability mechanisms.
  • Establish weekly, monthly, and quarterly operating rhythms to align the team and cross-functional partners on priorities, progress, and risks.
  • Create and maintain program dashboards, executive reporting packages, and board-ready materials.
  • Own the portfolio risk register and mitigation tracker, ensuring risks are identified, quantified, and actively managed.

  • Work with Legal to track contract execution, regulatory compliance milestones, partner deliverables, closing checklists, conditions precedent, and covenant compliance.
  • Coordinate with Corporate Development on transaction execution, deal closing schedules, integration planning, and post-close governance.

  • Coordinate with capacity planning teams to reflect energy supply commitments in long-range infrastructure plans.
  • Build scalable program-management tools, templates, processes, and playbooks.
  • Develop standardized reporting and communication frameworks for transparency across a multi-geography portfolio.
  • Drive lessons-learned processes and post-investment reviews to improve execution quality and cycle time.
  • Stay informed about infrastructure program-delivery best practices and bring innovative approaches to Meta's energy development lifecycle.
