About The Position

This is advanced professional planning and supervisory work for the Land Development Division in the Department of Planning. Work involves a variety of analytical and supervisory tasks related to Land Development. The incumbent works with independent judgment in the application of professional planning techniques and principles in routine as well as unusual planning problems. The work requires the exercise of judgment in determining courses of action for the development and presentation of material. This position is distinguished from that of the Land Development Planner by considerable professional responsibility and wide latitude of responsibility in developing objectives and goals related to land development. Administrative direction and guidance are received from the Chief of Land Development or higher-level administrator.

Requirements

  • Bachelor’s degree in City, Regional or Urban Planning, Architecture, Landscape Architecture, Public Administration or a closely related field
  • Thorough four (4) years) progressively responsible urban planning experience.
  • OR Equivalent combination of education and experience beyond a high school diploma or its equivalent and one (1) year of the required experience mentioned above.
  • Valid Driver's License from any state (Equivalent to a State of Florida Class E or higher) may be utilized upon application.
  • Must be willing to work flexible hours including evenings, weekends, and nights.

Nice To Haves

  • Certification(s) from the American Institute of Certified Planners (AICP), Congress for New Urbanism(CNU-A), and/or competency with Geographic Information System (GIS), InDesign, Sketch-up or other relevant software are desirable.

Responsibilities

  • Assists the Division Chief with overall administrative oversight of the Land Development Division.
  • Supports the Division Chief in identifying, overseeing, and implementing process improvement initiatives, including monitoring progress, coordinating stakeholders, and ensuring effective execution.
  • Supervises and coordinates staff responsible for the review of Special Permits, Rezoning Applications and Comprehensive Plan Amendments; facilitates staff training and professional development.
  • Prepares and delivers presentations and reports to Planning Department Boards, the Planning, Zoning and Appeals Board, the City Commission, and the City Manager; collects and analyzes planning data; and prepares supporting materials.
  • Prepares and reviews staff reports and recommendations for Planning Department Boards including the Planning, Zoning & Appeals Board and City Commission; presents findings at public hearings.
  • Develops and recommend amendments to the City’s regulatory use standards to refine review processes and ensure positive planning outcomes for major development proposals.
  • Oversees the preparation and review of maps, reports, and statistical analyses supporting planning initiatives.
  • Evaluates studies prepared by external consultants and provides recommendations on land use, zoning, and development policy matters.
  • Conducts research and prepares reports on planning topics, including redevelopment, population trends, economic conditions, housing, tourism, land use, and public infrastructure.
  • Conducts field inspections and site evaluations as needed.
  • Represents the City and Department at public meetings, boards, and interagency coordination efforts.
  • Performs other related duties as required.
