About The Position

The Executive Office of Health and Human Services (EOHHS) is recruiting for a Principal Human Service Business Officer to join the Medicaid Finance & Policy team. This role is responsible for the planning, organization, and operation of a complex governmental accounting and budgetary system within a human service agency. The position involves supervising and conducting large and complex financial audits of municipalities and non-profit community organizations, including nursing homes. Additionally, it assists in various business management functions such as purchasing, storekeeping, and budget preparation. The selected individual will handle a variety of federal reporting and daily accounting activities, including preparing Medicaid financial reporting to Federal and State authorities, managing financial transactions, reconciling transactions, preparing journal entries, assisting with quarterly budgets, and completing data entry of federal reporting into CMS systems.

Requirements

  • Thorough knowledge of the principles and practices of accounting.
  • Working knowledge of the principles of corporate and governmental finance.
  • Working knowledge of the principles and techniques of budgeting.
  • Working knowledge of federal guidelines for utilizing federal grant monies.
  • Ability to analyze and interpret accounting systems and procedures.
  • Ability to prepare audit reports and financial statements, including federal financial status reports.
  • Ability to plan, organize, supervise, and direct the work of subordinates engaged in professional auditing, accounting, or other fiscal management operations.
  • Graduation from a college of recognized standing with specialization in Accounting or Business Administration.
  • Employment in a responsible position in a public agency or in private industry involving advanced professional accounting and/or advanced professional auditing work.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.
  • Excellent written and verbal communication skills.
  • Detail-oriented and ability to work collaboratively in a deadline-driven environment.
  • Highly competent individual who can think both strategically and tactically in numerous situations.
  • Organizational skills, with an ability to multi-task and prioritize effectively under deadlines.

Responsibilities

  • Planning, organization, and operation of a complex governmental accounting and budgetary system within a human service agency.
  • Fiscal/financial management functions within a division of a human services agency, including controlling expenditures and providing budgetary and cost control expertise.
  • Assisting a superior in the preparation and presentation of a divisional and/or departmental budget request for a human services agency.
  • Reviewing contracts proposed by a human services agency to ensure accuracy and appropriateness to state and/or federal regulations.
  • Assisting a superior in the formulation of policies, plans, and objectives connected with the administration of business management services.
  • Supervising and conducting large and complex field audits of the records and accounts of nursing homes, private non-profit community organizations, or municipalities.
  • Assisting program staff in analyzing federal regulations and guidelines pertaining to disadvantaged persons and contracting federal funds.
  • Preparing and directing the preparation of various monthly, quarterly, semi-annual, and annual reports and financial statements.
  • Planning, organizing, supervising, and directing the work of a professional staff and clerical subordinates engaged in fiscal/financial management operations.
  • Prepare Medicaid financial reporting to Federal and State authorities across state agencies.
  • Manage various financial transactions and reconcile transactions.
  • Prepare journal entries in the state accounting system.
  • Assist with quarterly budget to ensure accurate state budgeting for the Medical Assistance Program.
  • Complete data entry of federal reporting into CMS systems.
  • Support entry of the Medical Assistance Program budget into the state budget system.
