About The Position

The Primary Source Partnerships Manager serves as the strategic liaison between ProviderTrust and state licensing boards, agencies, and regulatory partners. This individual is the human face of ProviderTrust’s board relationship program: responsible for the conversations, negotiations, and partnerships that only a trusted person can build. This role operates in a modern, AI-augmented workflow. Research, outreach drafting, agreement tracking, and pipeline monitoring are supported by AI tools, freeing this individual to concentrate on what AI cannot do: building genuine trust with regulatory officials, reading the room in a difficult negotiation, and making the judgment calls that determine whether a challenging board becomes a cooperative one. The ideal candidate combines diplomatic skill and operational precision with the curiosity and comfort to work effectively alongside AI tools: directing them, critically evaluating their outputs, and applying human judgment where it matters most.

Requirements

  • 3+ years of experience in government relations, public sector partnerships, regulatory affairs, or data-sharing program management — preferably in healthcare, compliance, or technology.
  • Proven ability to build trust and navigate complex, bureaucratic organizations at the relationship level, not just the transactional one.
  • Demonstrated experience drafting, negotiating, or managing data-sharing agreements, MOUs, or interagency data partnerships.
  • Technical fluency sufficient to engage with IT teams about API access, bulk data options, and system integration methods and then to translate those discussions for internal engineering teams.
  • Excellent communication and documentation skills; able to produce clear written summaries of complex negotiations and relationship status.
  • Comfort directing AI tools and critically evaluating their outputs, including identifying when AI-generated research requires human verification before being acted upon.
  • Persistent and diplomatic approach; able to maintain a long-term relationship posture even with unresponsive or adversarial sources.

Nice To Haves

  • Direct experience working with state licensing boards or healthcare regulatory bodies.
  • Knowledge of public records law (e.g., FOIA) and data governance frameworks.
  • Familiarity with APIs, data automation, and secure data exchange practices.
  • Experience using AI tools (such as Claude, Gemini, or similar) in a professional research or drafting workflow.
  • Bachelor’s degree in Public Administration, Political Science, Communications, Information Systems, or a related field (Master’s preferred).

Responsibilities

  • Build and maintain trusted relationships with executive directors, data governance officers, legal teams, and technical staff at state licensing boards and regulatory agencies.
  • Represent ProviderTrust’s mission of patient safety, compliance integrity, and responsible data use as the primary reason for partnership, not merely a data access request.
  • Lead initial outreach conversations with challenging boards, guided by AI-generated board dossiers and personalized draft communications prepared in advance.
  • Conduct the follow-up calls, in-person meetings, and escalation conversations that determine whether a blocked or unresponsive board moves toward cooperation.
  • Serve as the primary relationship owner and standing point of contact for all board communications.
  • Direct AI tools to produce Board Intelligence Dossiers for each target source, reviewing and validating the research before acting on it.
  • Critically evaluate AI-generated outreach drafts, personalizing them with tone, context, and relationship knowledge that only a human possesses before any communication is sent.
  • Work with AI-assisted pipeline monitoring to proactively identify upcoming board relationship needs tied to the sales pipeline, and acting on those alerts early.
  • Use AI-supported post-call note structuring to maintain a clean, up-to-date board profile in Confluence after each engagement, rather than maintaining records manually.
  • Recognize the limits of AI-generated research: verify contact information and board details independently when accuracy is critical before acting on them.
  • Lead negotiations to develop, renew, and maintain data-sharing agreements (DSAs), memorandums of understanding (MOUs), and other formal access arrangements.
  • Partner with ProviderTrust Legal to ensure all agreements align with state requirements, terms of use, and compliance standards.
  • Maintain an organized repository of all active agreements, renewal dates, and board-specific stipulations, surfacing renewals and action items via AI-assisted tracking.
  • Track and communicate progress toward comprehensive formalized agreement coverage across all primary sources.
  • Collaborate with Compliance and Data Governance to ensure agreements reflect ProviderTrust’s internal policies for data privacy, storage, and security.
  • Serve as the point of contact for board inquiries regarding terms of use, data licensing, and agreement obligations.
  • Coordinate with IT and engineering teams at each board to explore API access, bulk data transfers, and secure portal arrangements as alternatives to web scraping.
  • Translate technical specifications from board engineering staff into actionable integration plans for ProviderTrust’s Data Engineering team.
  • Follow up on API and data-sharing leads identified through AI research, pursuing unpublicized options that boards may not advertise but are open to discussing.
  • Collaborate with Product and Data Operations to implement efficient, compliant data integrations once agreements are in place.
  • Partner with the Sales team to anticipate board data needs tied to upcoming client opportunities, acting on AI-generated pipeline alerts before urgency sets in.
  • Alert the Director of Monitoring Operations to pipeline-related sources that will likely require early relationship or agreement development.
  • Collaborate with Compliance, Legal, and Product teams to prioritize negotiations and access improvements that align with business strategy.
  • Act as the liaison to external lobbyists, legal experts, and policy advisors when additional support is needed for complex or restricted data access challenges.
  • Work with AI-prepared FOIA research briefings and draft request letters, reviewing them for accuracy before submission or handoff to legal counsel.
  • Support ProviderTrust’s participation in industry groups and state-level initiatives advocating for consistent, secure, and accessible data-sharing standards.
  • Maintain detailed, structured records of board contacts, outreach activities, agreement statuses, and key milestones, primarily through AI-assisted post-call documentation.
  • Produce regular leadership updates on relationship health, agreement progress, and upcoming renewals, drawing from AI-generated status summaries.
  • Track KPIs tied to agreement coverage, access reliability, and time-to-integration metrics.
