About The Position

The Pricing Analyst supports a diverse and cross-functional team in the development of compliant, responsive, and competitive proposals. This role involves coordinating proposal pricing activities, assessing risks associated with contract terms, and analyzing pricing scenarios to mitigate potential losses. The analyst will price planning and contract proposals using current forward pricing rates, research vendors, and maintain auditable files for proposals, cooperating with government audits and requests. Ensuring disclosure of cost and pricing data in compliance with the Truth in Negotiations Act (TINA) is crucial. The position also provides fact-finding and negotiation support to the Director of Finance and requires maintaining current knowledge of federal acquisition regulations and customer requirements. Preparation of reports by collecting, analyzing, and summarizing specialized and complex information and trends is also a key responsibility. The Pricing Analyst must ensure compliance with federal, state, and other related pricing laws, regulations, and guidelines to minimize legal and financial exposure. The role may involve other related duties to meet the ongoing needs of the organization. This includes evaluating Request for Proposals (RFP) and/or Requests for Quotes (RFQ), determining functional inputs required for successful proposal submittal, and communicating these requirements to the team. The analyst will provide counsel and advice to proposal bid teams on pricing strategy and other financial issues. Generating and presenting pricing packages for internal and external management reviews and customer submissions, as well as researching cost elements to assist Subject Matter Experts (SME) with proposal efforts, are also part of the role. Maintaining Pricing Files, documenting proposal assumptions, and sources of data used as a basis of estimates are essential. Interaction with corporate support offices regarding pricing issues like insurance and taxes, and ensuring compliance with internal policies and procedures, as well as FAR, DFAR, SBA, DOL, and other government regulations, are also required. The role may assist the Cost Volume lead in the timely development of compliant Cost Volumes. Evaluation of Functional Inputs and assuring all requirements are proposed appropriately and are compliant with the RFP is critical. Providing financial business case and risk assessment data to executive management is also a responsibility. Other duties as assigned.

Requirements

  • BA/BS Degree or commensurate experience
  • 3+ years of task related experience
  • Advanced computer skills specifically using Microsoft Office Suite
  • Ability to learn additional computer skills or software programs
  • Ability to enter data accurately into databases
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
  • Ability to write routine reports and correspondence
  • Interpersonal skills are necessary to work effectively and cooperatively with all levels of management and staff
  • Will also routinely interact with external contacts such as customers, vendors, suppliers, shipping companies, etc.
  • Must represent the company in a professional manner at all times
  • Must be trustworthy – will handle confidential information routinely
  • Must possess effective oral and technical written communication skills to clearly communicate information to others

Responsibilities

  • Coordinate proposal pricing activities among various departments including Program Management, Contracts, Business Development and Purchasing.
  • Provide risk assessment of terms and conditions of potential contract award to ensure compatibility.
  • Analyze risk assessment and present alternative pricing scenarios to mitigate potential loss / risks.
  • Price planning and contract proposals with current forward pricing rates.
  • Research various vendors / suppliers for products, materials, tools and equipment.
  • Maintain auditable files for proposals and cooperate with government audits and requests.
  • Ensure disclosure of cost and pricing data and with Truth in Negotiations Act (TINA).
