About The Position

This management analyst oversees the Prevention Management Information System used to collect and manage data. This position manages the contract, budget, training, and users for the system, including performing quality control to ensure good data is provided to be used for reporting. The ideal candidate will bring a combination of behavioral health experience (particularly in substance use disorder prevention and/or mental health promotion), knowledge of relational databases, and competency with data visualization tools to a team performing important work that impacts residents across Washington. All HCA employees will apply an equity lens to their work, which may include but is not limited to all analyses of core business and processes.

The Division of Behavioral Health and Recovery (DBHR) provides support for substance use treatment, mental health services, and problem gambling services through prevention, treatment, peer, and recovery support. Programs promote strategies that support healthy lifestyles by preventing the misuse of alcohol, tobacco, and other drugs, supporting recovery from substance use, promoting recovery and resiliency, reducing stigma, and mitigating the effects of problem gambling on the individual and family. DBHR brings operational elements such as substance use and mental health into closer working relations to serve individuals more effectively and efficiently.

This position supports and contributes to the mission of DBHR and HCA as an expert in behavioral health prevention and promotion services administration and critical data collection methods and analysis. This position provides expert level analyses regarding highly complex, multi-dimensional issues to management, staff, and external partners, contractors, and vendors. This position plans and manages major DBHR prevention projects, programs, and policies. This position directs processes to ensure behavioral health prevention and promotion services data is being collected and reported by providers. These reports will be viewed within DBHR and HCA Executive Management, as well as Governor’s Office, Legislative leaders, and key stakeholders statewide. This position is eligible to telework but is frequently required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.

Requirements

• Master’s degree in public policy and administration, prevention science, public health, community health education, health and human services, social sciences, computer science, data analytics, or related field, and Two (2) years of experience conducting research; training; program design and implementation; data analysis; and/or evaluation.
• Bachelor’s degree in public policy and administration, prevention science, public health, community health education, health and human services, social sciences, computer science, data analytics, or related field, and Four (4) years of experience conducting research; training; program design and implementation; data analysis; and/or evaluation.
• Associate degree in public policy and administration, prevention science, public health, community health education, health and human services, social sciences, computer science, data analytics, or related field, and Six (6) years of experience conducting research; training; program design and implementation; data analysis; and/or evaluation.
• Eight (8) years of experience conducting research; training; program design and implementation; data analysis; and/or evaluation.
• At least two (2) years or more of the following: Budgeting; project management; policy development; strategic planning; analyzing policies, laws, rules or regulations; conducting research; training; program design and implementation; data analysis; and/or evaluation.
• The ability to take action to learn and grow.
• The ability to take action to meet the needs of others.
• Current certification as a Certified Prevention Professional in Washington State or equivalent standing as recognized by a national accreditation body, or a plan to receive the Certification within one (1) year of hire.
• Experience in all aspects of planning, managing, organizing, and implementing large projects and programs.
• Experience creating and maintaining relational databases.
• Demonstrated competency in strategic planning, critical thinking/analytical skills, collaborative decision making, authoring policies, and communicating with internal and external stakeholders.
• Intermediate to advanced skills in various software applications including Word, PowerPoint, Excel, and Power BI.
• Excellent communications skills (oral and written) and the ability to interact and present effectively with a broad spectrum of professional staff at the local, state, and national levels (including representatives of the federal government, tribal nations, and other state agencies, research institutions and organizations).

Nice To Haves

• A minimum of three years’ experience in Substance Use Disorder Prevention and Mental Health Promotion and related fields.
• Competency developing modules and stored procedures in programming environments such as Visual Basic for Applications, Tableau, Power BI, Service NOW, SQL Server, R, SharePoint Designer, and SAS.
• Experience developing and delivering trainings addressing adult learning styles and using technology for both distance learning and face-to-face.
• Experience partnering with diverse cultural and linguistic communities, collaborating with historically underrepresented groups and engaging with multicultural populations.

• A strong understanding of the delivery of publicly-funded behavioral health services (substance use disorder prevention, mental health promotion, substance use disorder treatment, and mental health services) and practices in the State of Washington.
• Knowledge of fundamental management principles, including fiscal, program development, strategic planning, program evaluation, contract negotiation, and procurement.
• High level of knowledge regarding the public policy development process at the state and federal levels, the legislative process, and the structure and operations of substance use disorder prevention systems at the local, state and national levels.
• Proficiency in problem identification, ability to view issues from multiple perspectives, and generate a variety of solutions.
• Experience with negotiating and managing performance-based contracts.
• Successful completion of the Substance Abuse Prevention Specialist Training (SAPST) or Washington Substance Abuse Prevention Skills Training (WA-SAPST), or Strategic Prevention Framework (SPF) Application for Prevention Success Training (SAPST updated version).
• Ability to speak effectively and professionally in public to a variety of audiences.
• Experience developing public presentations using data and graphics.
• Ability to write clear, concise and grammatically correct letters, reports and other forms of communications.
• Excellent organizational and multi-tasking skills.
• Experience working independently as well as an effective team member.

Responsibilities

• Lead the management and administration of the complex and highly visible DBHR Prevention Management Information System (MIS) for the agency.
• Research and make recommendations regarding highly complex data systems and reporting changes, data process improvement, and policy development on data issues.
• Implement division data and program strategic plans for SUD Prevention and MH Promotion services.
• Advise and provide recommendations on data analysis, reporting outcomes, and collection processes and options.
• Develop policy and provide guidance for the development of statewide policies to establish business practices on data integrity, reporting requirements, data security, and the operation and maintenance of the Prevention MIS.
• Communicate data analyses of reporting needs and strategy with various local, statewide, and nationwide partners, including Governor’s Office and Legislative leaders.
• Provide training to DBHR leadership, program managers, and reporting system users on data collection and reporting strategy.
• Provide expert level analysis, technical assistance, and consultation for policy and program decisions related to program implementation of substance use disorder prevention and mental health promotion by serving as a subject matter expert regarding the Prevention MIS, data security, data integrity, and state and federal application and reporting requirements and deadlines.
• Lead medium to large complex business and management related projects or studies, provides counsel and assists in the implementation of a variety of complex business processes involving project management, funds management, purchasing, contract administration, business analysis, and program and budget planning.
• Develop and maintain a multifaceted business operation plan with DBHR section leadership and other subject matter experts involving many different program areas covering promotion and prevention services.
• Lead multi-disciplinary project development team using process improvement strategies.
• Work with agency/institution IT staff to determine future system, equipment, software, policies, procedures, and staffing requirements.
