About The Position

Arlington County Department of Environmental Services (DES) is seeking a Pretreatment Program Coordinator to join our team at the Water Pollution Control Plant (WPCP). The WPCP operates and maintains the County's wastewater treatment infrastructure, ensuring compliance with all federal and state environmental regulations. The position will be responsible for coordinating the federally-mandated Industrial Pretreatment Program, serving as the WPCP's liaison with the EPA, managing environmental compliance programs, and leading special studies supporting plant operations. This position reports to the Laboratory Manager.

Requirements

  • Bachelor's Degree in Chemistry, Biological Sciences, or directly related field
  • Significant professional chemist experience, preferably in a water/wastewater analysis environmental laboratory with experience interpreting Federal and State regulations.
  • Applicant must possess, or obtain by time of appointment, a valid driver's license, and must provide or authorize Arlington County to obtain a copy of official driving record.
  • Any offer of employment may be contingent upon favorable review of the applicant's driving record.
  • Alternatively, the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite.
  • Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history.
  • Health Requirements - May be asked to provide negative TB results at time of hire.

Responsibilities

  • Coordinates and implements the day-to-day functions of the Pretreatment Program, including developing local discharge limits, writing permits, managing the Enforcement Response Plan, and reviewing wastewater questionnaires to classify new businesses.
  • Monitors changes to federal and state regulations as they relate to the County's Pretreatment Program, conferring with peers in other jurisdictions regarding regulatory impact, proposing changes to County ordinances and program procedures, advising supervisor and Division Chief on code modifications; and assisting in County Board presentations.
  • Conducts required inspections and sampling of significant industrial users, ensuring safety precautions in all sampling, inspection, and laboratory testing activities, and evaluates reports for compliance or violations and communicates findings via formal written notices which may include conducting hearings and recommending enforcement actions.
  • Serves as WPCP liaison with EPA, including preparing program reports to the EPA, the State, and County agencies and tracking regulatory issues with WPCP applications.
  • Assists in Virginia Pollution Discharge Elimination System permit negotiations.
  • Maintains Arlington County's Fats, Oils, and Grease (FOG) Policy, including software updates, enforcement correspondence, and Food Service Establishments (FSEs) non-compliance inspections.
