About The Position

Muskegon Family Care (MFC), a Federally Qualified Health Center (FQHC) located in West Michigan is seeking a highly skilled, experienced visionary Chief Executive Officer (CEO) to direct and oversee all operations of the organization. The CEO is responsible for developing initiatives and objectives to direct the organization to become more efficient and profitable while creating a supportive workplace for MFC employees. Collaborating with senior executives and managers is vital to instill a cohesive vision. The CEO is selected and appointed by the Board of Directors and reports directly to the Board as an ex officio, non-voting member of the Board. Under the leadership of the Board, the CEO collaborates with the Chief Medical, Financial, and Operations Officers to uphold the MFC mission and vision while leading the organization to financial success. This will be achieved with strategic guidance, strong management and transparency while adhering to all site regulation requirements. As an FQHC Community Health Center, MFC offers a full range of primary care services to families including clinical, behavioral health, dental, pharmacology, family planning and women’s care, maternal infant health, and transportation for patients that need assistance getting to our facility. Services are provided to people of all ages, accepting Medicare, all types of Medicaid, private insurance and uninsured.

Requirements

  • Master's degree in public health, Public Administration, or Business.
  • Ten (10) to fifteen (15) years of related industry experience, to have included significant experience as a senior-level administrator and experience in contract and negotiations.

Responsibilities

  • Manages the senior executive team and is responsible for the performance management and input regarding hiring of senior-level management.
  • Work collaboratively with the Chief Medical Officer to provide recommendations to the Board for a comprehensive approach for improving and enhancing health care delivery systems.
  • Plans, organizes, directs and controls the operations of the center for the governing body.
  • Administers Board policies, develops and maintains a formal procedure for regularly reporting progress on policy implementation.
  • Prepares a written report to the Board that identifies major accomplishments and problems.
  • Functions as the primary public person for Muskegon Family Care, representing Muskegon Family Care before the public and private organizations and corporations for presenting Muskegon Family Care policies and plans, and elicits support for these policies and plans.
  • Implements Muskegon Family Care policies and establishes procedures to ensure compliance with Muskegon Family Care policies.
  • Establishes and maintains liaison with public and private agencies, corporations and individual health care providers for the purpose of integrating and expanding Muskegon Family Care, representing Muskegon Family Care before the public and private organizations program(s) or services.
  • Attends and gives progress reports at all meetings of the Board of Directors
  • Organizes staff and resources to implement corporate objectives. Determines, based upon available resources, which activities could best be accomplished by the staff or by outside agencies.
  • Specifies the responsibilities, authorities, and working relationships among management and ensures that each supervisory level performs this function for subordinate staff.
  • Negotiates, executes and monitors contracts.
  • Responsible for ensuring standards that maintain quality care and a cost-efficient operation.
  • Leads the staff in the performance of assignments.
  • Translates the mission, goals, strategies, and programs of the Center into specific and meaningful work assignments.
  • Helps staff understand the importance of assignments in developing and achieving the goals and objectives of the Center, especially where the activities of individual staff contribute to the total effort.
  • Ensures that adequate organization, plans, procedures and controls are employed by each manager to make possible the proper execution of responsibilities.
  • Is responsible for ensuring compliance with all applicable regulatory standards (HRSA, OIG, PSIR, OSHA, MDCH, CLIA, etc.).
  • Is responsible for the creation and implementation of the operations budget.
  • Acts as an advisor from the financial perspective on any contracts into which the Corporation may enter.
  • Develops credibility for the finance group by providing timely and accurate analysis of budgets, financial reports and financial trends in order to assist the Board and senior leaders in performing their responsibilities.
  • Enhances and/or develops, implements and enforces policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the agency.
  • Initiates and development of strategic plans and implementation of strategies to improve practice management efficiency.
  • Establishes community support for the mission of Muskegon Family Care.
  • Coordinates strategic planning with Board of Directors.
  • Ensures community awareness of Muskegon Family Care mission, goals, objectives and operation by initiating responsibilities by providing analysis and research on key issues.
