About The Position

The President and Chief Executive Officer’s (P/CEO) role is to serve as the agency’s primary administrative and operations officer. The P/CEO is primarily responsible for strategic leadership and operational performance of all Johnson Health Center (JHC) services and is the top representative of the health center for all external collaboration and partnerships.

Requirements

  • Graduation from a college or university with a bachelor’s degree in Public Administration, Business Administration, Health Administration, or a related field is required.
  • Minimum 5-10 years of progressive management and executive leadership experience within a Federally Qualified Health Center preferred.
  • Knowledge of principles and practices of not-for-profit health care organizations with demonstrated understanding of mission-driven service delivery.
  • Knowledge of state and federal laws pertaining to HHS/HRSA-BPHC regulations and policies.
  • Knowledge of the structure, governance, and operational requirements of Federally Qualified Health Centers with demonstrated experience providing executive oversight of clinical operations, financial performance, regulatory compliance, and strategic planning.
  • Demonstrated success working with a governing Board of Directors in a nonprofit structure.
  • Effective communicator with the ability to engage diverse populations, demonstrating cultural competence, inclusivity, and responsiveness to community needs.
  • Strong interpersonal and leadership skills, demonstrating excellent verbal and written communication and the ability to inspire and lead high-performing teams.
  • Experience and understanding of computerized accounting systems, budgets, and financial data operations, third-party billing, contracting, collections, and cost-reporting (Medicaid and Medicare).

Responsibilities

  • Provides vision, leadership, direction, and planning for all agency operations, interprets and applies approved Board policies.
  • Serves as the primary spokesperson and advisor to the Board of Directors (BOD).
  • Promotes a culture of innovation at JHC.
  • Leads, motivates, and develops the senior executive team, which is actively involved in the organization's strategic direction, operational plans, compliance and risk management, quality care, growth, and financial performance.
  • Leads strategic, operational, fiscal, and facilities planning, including resource allocation and priority setting.
  • Ensures strategic planning metrics are achieved, and patient satisfaction remains at 95% or higher.
  • Maintain regular and visible leadership presence across all JHC sites to ensure effective oversight and engagement.
  • Leads and facilitates a culture of excellence predicated on the JHC mission, vision, and values, and fosters positive and effective collaboration across all levels/departments.
  • Embraces and advances a culture of diversity, equity, and inclusion within a spirit of teamwork, compassion, and staff empowerment.
  • Develops policies, procedures, and guidelines for operating the corporation from Board policies.
  • Implements BOD policies through specific programs and services.
  • Administers corporate operations and leads ongoing quality improvement programs.
  • Prepares or oversees grant applications for all funding sources.
  • Successfully educates the community about the programs offered by Johnson Health Center while partnering with other local healthcare organizations to ensure access to care for the citizens of our community.
  • Assures service, quality, safety, and financial viability of all programs and services through at least quarterly Board Reports.
  • Maintains databases and data analysis as required to develop comparative quality, safety, service, employee satisfaction, provider satisfaction, and patient satisfaction metrics.
  • Facilitates agency strategic planning processes on an ongoing and annual basis.
  • Facilitates planning, implementation, and evaluation in systematic/coordinated delivery of comprehensive healthcare services to improve our patient’s health status.
  • Facilitates the development of programs to address the incidence and impact of chronic diseases.
  • Partners with the BOD to ensure the fiscal solvency of the corporation through the recruitment and retention of fiscally trained and experienced staff.
  • Oversees implementation of human resource policies, providing a positive work environment, recruitment, and retention of high-quality staff, including high-performing providers.
  • Serves as Primary Contact for all medical malpractice claims and coordinates contact and interactions with the Department of Health and Human Services and the Office of General Counsel.
  • Establishes and assures collaborative working relationships within the healthcare community and the community-at-large, to assure comprehensive and high-quality, integrated health services and strategic partnerships in and around central Virginia.
  • With the Chairman of the BOD and as approved by the board, develop an annual individual balanced scorecard for the P/CEO’s performance evaluation.
