Requirements

Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
Requires a criminal history check through the Illinois State Police.
Requires completion of a background check and self-disclosure of criminal history.
Requires the ability to use state issued equipment, such as cell phone, laptop, etc.
Requires ability to travel in the performance of duties, with overnight stays as appropriate.
Requires appropriate, valid driver’s license.

Nice To Haves

Prefers three (3) years of professional experience administering federal grants.
Prefers three (3) years of professional experience administering and overseeing federal pass-through grant programs, including grant budgeting, financial tracking, compliance monitoring, interpretation of federal requirements, and preparation and submission of federal grant reports.
Prefers three (3) years of professional experience working with Federal Emergency Management Agency (FEMA) grant requirements, and investment justification writing and reporting.
Prefers three (3) years of professional experience supervising staff.
Prefers three (3) years of experience utilizing Microsoft Office Suite and or similar computer systems, software, and templates.

Responsibilities

Serves as the Preparedness Grant Programs Section Manager for Illinois Emergency Management Agency-Office of Homeland Security (IEMA-OHS).
Serves as a full line supervisor.
Develops, implements, and maintains the various programs utilized by the Preparedness Grant Programs Section.
Manages federal and state grant program requirements to ensure the timely submission of quarterly, semi-annual, and annual activity and performance reports for IEMA-OHS.
Plans and confers with agency management for the agency’s participation in external and internal programmatic reviews of federal and state grant program awards.
Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
