About The Position

Our mission at the Ohio Department of Health (ODH) is advancing the health and well-being of all Ohioans. The Bureau of Health Preparedness (BHP) plays a vital role in this mission. We lead in preparing for and responding to public health threats — from natural disasters and disease outbreaks to bioterrorism and radiological emergencies. We oversee federal funding related to public health and hospital funding to ensure preparedness and readiness for response. Our all-hazards approach ensures Ohio is ready for anything.

Requirements

  • 2 yrs. trg. or 2 yrs. exp. in assigned program area (i.e., emergency management, natural resources, environmental science, community planning, public or business administration)
  • 4 yrs. trg. or 4 yrs. exp. in disaster services & emergency operations
  • Must be able to provide own transportation.
  • Completion of undergraduate major core program in emergency management, natural resources, environmental science, community planning, public or business administration
  • 2 yrs. exp. as Disaster Services Consultant 2, 64912
  • 1 yr. exp. as Disaster Services Supervisor, 64914
  • Equivalent of Minimum Class Qualifications For Employment noted above.
  • Emergency Management Technical Skills: Emergency Management, Program Management, Planning and Development, Risk Management, Management
  • Professional Skills: Attention to Detail, Organizing and Planning, Priority Setting, Strategic Thinking

Responsibilities

  • Provide technical assistance to hospitals, local health departments, and internal ODH offices.
  • Manage Public Health Emergency Preparedness (PHEP), ASPR, Crisis NOFO, and other preparedness-related funding.
  • Develop grant-related policies and financial guidance.
  • Prepare documentation and submit federal grant applications.
  • Develop grant solicitations and evaluate/review applications.
  • Monitor ODH budgets alignment with grant requirements.
  • Oversee administrative procedures, training schedules, and staff tracking.
  • Develop administrative preparedness plans, training, and exercises with federal, state, regional, and local partners.
  • Lead planning, evaluation, training, and performance improvement activities.
  • Track and evaluate program data; provide recommendations to BHP leadership.
  • Supervise, train, and develop staff, lead recruitment, onboarding, scheduling, and performance management.
  • Identify emerging issues and recommend solutions.
