About The Position

The Pre-Construction Manager role is to assist the Marketing, Estimating, and Design Managers in preparing lump-sum design/build and hard bids for clients. This role is primarily responsible for setting up and maintaining preconstruction project records, organizing internal and external resources, creating estimation/bid schedules, coordinating between departments, developing bid/estimation winning strategies, analyzing assigned projects, and organizing and reviewing proposals. The Pre-Construction Manager will also assist the project team during the purchasing of subcontractors for awarded projects.

Nice To Haves

  • 15 plus years of combined field and management experience preferred.
  • B.S. in Construction Management or related engineering discipline preferred.

Responsibilities

  • Setting up the estimate, estimate binder/digital file, invited subcontractors list, and solicitation invitation for preconstruction pursuits.
  • Identifying and soliciting the appropriate subcontractors for various preconstruction pursuits and ensuring adequate subcontractor coverage in each scope of work.
  • Ensuring estimators communicate persistently with subcontractors regarding involvement/interest in preconstruction pursuits and diligently follow up to review project scope and pricing prior to bid day.
  • Reviewing request for proposal/quote documents and assessing resources and actions required to complete the estimate and proposal.
  • Assessing potential risks and recommending how to counter them.
  • Reviewing design documents and identifying scope items with cost implications.
  • Leading estimation and design teams for estimates and proposals.
  • Analyzing scope and identifying opportunities for VECD and winning strategy.
  • Reviewing estimates for all disciplines.
  • Reviewing and finalizing proposal documents.
  • Creating preliminary project schedules, including identifying critical paths based on design durations, permit durations, procurement durations, and construction activities durations.
  • Actively reviewing scope and quantity information with subcontractors in advance of bid day.
  • Identifying and resolving design conflicts and missing information by preparing, tracking, submitting, and distributing preconstruction Requests for Information (RFIs).
  • Coordinating with other team members to ensure that fringe scopes of work are identified and properly included in estimates.
  • Reviewing design iterations, addendums, updates, etc., and identifying changes in scope that may result in cost changes.
  • Updating internal documents to reflect changes and adequately communicating said changes to subcontractors to ensure inclusion in subcontractor pricing.
  • Ensuring subcontractors receive updated design documents.
  • Spearheading post-submittal preconstruction efforts, including organizing the final estimate notebook, maintaining pursuit documents/plans, and notifying subcontractors of pursuit outcomes.
  • Helping identify and prequalify new subcontractors.
  • Assisting with the creation of preliminary preconstruction pursuit schedules.
  • Assisting with purchasing and issuance of subcontracts and purchase orders.
  • Assisting with conceptual estimating of preliminary preconstruction pursuits.
  • Assisting marketing & business development with the creation and submission of project proposals.
