Overall responsibility for the preconstruction process from project inception through start of construction. This role involves managing the Business Unit (BU) Estimating department and its functions during the preconstruction phase, allocating appropriate resources for project estimation, and managing reimbursement of estimating staff and related General & Administrative (G&A) expenses. The position requires developing and maintaining strong relationships with clients, architects, the design community, and trade partners to foster future business development. Key responsibilities include overseeing the review of drawings, specifications, and other construction documents, informing senior management of design-related issues and potential risks, and managing the development and approval of lump sum bids. The role also involves conducting market research, coordinating the development of General Conditions/General Requirements (GC/GR) estimates, maintaining historical estimating data, and managing the Value Engineering process. Collaboration with Business Development, Procurement, Operations, and Lean Managers is essential for proposal preparation, client presentations, procurement scheduling, subcontractor proposal analysis, constructability reviews, and developing Pull Plans for design, estimate, and GMP schedules. The Preconstruction Manager will also prepare comparison analyses, variance reports, and lead or support the establishment of Target Value Design processes. Other activities and duties as assigned.
