We’re seeking an experienced and collaborative Preconstruction Manager to join our Newport News, Virginia team. This role is responsible for managing the entire preconstruction process, serving as a trusted advisor to clients while coordinating efforts among owners, designers, consultants, trade partners, and internal project teams. The ideal candidate brings strong estimating expertise, exceptional relationship-building skills, and a strategic mindset focused on delivering value, managing risk, and positioning projects for successful execution. As a key member of the preconstruction team, the Preconstruction Manager leads project budgeting, estimating, value management, trade partner engagement, and design-phase collaboration while ensuring a seamless transition from preconstruction to operations — The Clancy Way.

Requirements

  • Bachelor’s Degree in Construction Management, Engineering, Architecture, or related field preferred; Associate Degree or equivalent industry experience considered.
  • 10+ years of progressive preconstruction, estimating, or construction management experience on large, complex projects.
  • Experience with commercial, multifamily, healthcare, education, and institutional projects preferred.
  • Strong knowledge of construction means and methods, building systems, market conditions, and trade partner relationships.
  • Advanced estimating and quantity takeoff skills with the ability to develop budgets across all phases of design.
  • Demonstrated success managing client relationships and leading collaborative project teams.
  • Excellent communication, presentation, negotiation, and facilitation skills.
  • Strong analytical, organizational, and problem-solving abilities with the capability to manage multiple priorities and deadlines.
  • Proficiency with Microsoft Office Suite, Bluebeam, and construction estimating software.
  • High level of professionalism, confidentiality, and business acumen.
  • Ability to work effectively in a diverse, inclusive, and team-oriented environment.
  • Valid driver’s license with a satisfactory driving record.

Nice To Haves

  • Experience with AutoCAD, Revit, Assemble, BIM-based estimating tools, scheduling software, and construction management platforms is a plus.

Responsibilities

  • Manage the preconstruction process from project pursuit through turnover to operations.
  • Serve as the primary point of contact for clients, architects, engineers, consultants, and trade partners throughout the preconstruction phase.
  • Facilitate collaboration between owners, design teams, and internal project stakeholders to align project scope, budget, schedule, and expectations.
  • Coordinate with Project Executives, Operations teams, and Field teams to support a smooth transition from planning to project execution.
  • Build and maintain strong client relationships through proactive communication, responsiveness, and strategic guidance.
  • Participate in project pursuits, including RFQ/RFP responses, presentations, interviews, and business development activities.
  • Travel as needed for client meetings, project interviews, site visits, design reviews, and industry events.
  • Prepare conceptual, schematic, design development, and detailed construction estimates for a variety of project types and delivery methods.
  • Perform quantity takeoffs, cost analyses, and estimate development with a high degree of accuracy and attention to detail.
  • Analyze drawings, specifications, geotechnical reports, and project requirements to identify risks, opportunities, and cost impacts.
  • Develop pricing strategies and cost proposals that support successful project pursuits while meeting profitability objectives.
  • Coordinate trade partner solicitation efforts, including bid package development, scope review, bid leveling, analysis, and recommendations.
  • Evaluate subcontractor and supplier proposals for completeness, scope alignment, and overall value.
  • Facilitate value engineering and value management discussions throughout the design process.
  • Develop and maintain project budgets, cost models, cash flow projections, and benchmarking data.
  • Collaborate with project teams to evaluate constructability, logistics, procurement strategies, phasing, and scheduling considerations.
  • Support the continuous improvement of estimating standards, procedures, tools, and best practices.
  • Maintain estimating databases, historical cost information, and market intelligence resources.
  • Partner with operations teams to incorporate lessons learned and project feedback into future estimates and planning efforts.
  • Mentor and support estimating and preconstruction staff through coaching, knowledge sharing, and professional development.
  • Foster a collaborative environment that reflects Clancy & Theys' culture and values.
  • Promote consistency, quality, and accountability throughout the preconstruction process.
