About The Position

The Cabinet Office is seeking a Policy Systems Change Lead for the Office of Government Property. The role will lead systemic policy reform intended to address siloed decision-making, develop cross-government engagement and influence strategies, and secure support for the programme’s strategic direction and proposed reforms. The postholder will lead work on Spending Review engagement and the overarching business case, establish the evidence base and business case for a formal Duty to Collaborate, and provide direction to the programme team and external stakeholders. The contract is for five months, until the end of March 2027. The role is based in London, Birmingham, York or Glasgow, with 2–3 days per week on site, and may only be worked within the UK.

Requirements

  • Extensive experience leading complex policy development and implementation across the public sector, preferably in property, estates, land use or local government.
  • Strong political acumen and ability to generate innovative ideas, navigate system complexities and assess policy impacts in a fast-moving, high-profile environment.
  • Proven track record of breaking down policy barriers, joining up government programmes and fostering collaboration between central and local government frameworks.
  • Exceptional communication and relationship skills, including the ability to listen to, persuade and secure buy-in from senior partners such as SCS, Chief Executives and HM Treasury officials.
  • Ability to work autonomously, take initiative, develop robust evidence-based proposals and make timely decisions in a changing environment.
  • The role can only be worked within the UK, not overseas.

Nice To Haves

  • Prior experience working directly on central government Spending Review bids or major business case developments, such as Green Book models.

Responsibilities

  • Lead development of the systemic reform workstream, influencing reform of national policies, guidance, standards and controls that drive siloed decision-making.
  • Develop and enact a policy, engagement and influence strategy across HM Treasury, MHCLG, the Cabinet Office, NISTA, relevant policy departments and Arm’s Length Bodies.
  • Establish a route map for engagement with HM Treasury and MHCLG over the Spending Review period.
  • Lead development and drafting of the overarching Spending Review business case, drawing on learning from Pathfinders, Local Asset Management Plans and “Size of the Prize” data.
  • Scope and build the evidence base for a formal Duty to Collaborate, establish its business case, outline its benefits and progress practical implementation across public bodies.
  • Secure ministerial backing and cross-departmental buy-in for the programme’s strategic direction and proposed policy reforms.
  • Provide clear direction to the programme team and external stakeholders to develop robust policy interventions that balance socio-economic objectives.
