US Policy Lead

Morpho•New York, NY

About The Position

Morpho is a leading Decentralized Finance (DeFi) lending protocol backed by prominent investors, aiming to build an open credit network for global access to capital. The protocol is experiencing significant growth and is seeking to scale its team to establish itself as a global open credit network. The company's mission is to solve the current system's limitations in capital access, where it depends on location, connections, and institutional trust, leading to borrowers overpaying, lenders earning less, and many being excluded. This role is critical as US regulatory engagement is Morpho's top legal priority. The SEC, CFTC, Treasury, and FinCEN are developing the rules for onchain lending. The volume of regulatory activity exceeds the capacity of the current Legal team. This position will report to the General Counsel and will be responsible for managing Morpho's US policy pipeline from start to finish, including tracking rulemakings, drafting submissions, and leading interactions with agencies, Congress, and industry groups.

Requirements

  • 5 to 8 years working on SEC or CFTC matters, at an agency, in a law firm regulatory practice, at a trade association or on an in-house regulatory or policy team.
  • Prior SEC or CFTC staff experience is strongly preferred.
  • Strong working knowledge of federal securities and commodities law and of the rulemaking process: notice and comment, staff guidance, no-action and exemptive relief.
  • Excellent writing, with comment letters, regulatory submissions or similar work product to show for it.
  • Existing relationships with agency staff, congressional staff or industry coalitions.
  • Able to learn how onchain lending works and explain it clearly and accurately to a non-technical audience.
  • Sound judgment on when to escalate, and comfortable preparing positions for sign-off rather than setting them alone.
  • Strong ownership and autonomy: doesn't wait to be told.
  • Clear and crisp async communication across a team split between Paris, New York and DC.
  • Comfort operating in fast-changing, ambiguous contexts.
  • Team-first mindset, low ego.

Responsibilities

  • Track SEC, CFTC, Treasury and FinCEN rulemakings, guidance, staff statements and enforcement relevant to onchain lending, and maintain a live calendar of comment deadlines with a recommended posture for each.
  • Lead the drafting of comment letters, responses to requests for comment and other written submissions, pulling in input from Protocol, Product, Research and outside counsel, and prepare them for General Counsel sign-off.
  • Prepare and lead meetings with agency staff and commissioner offices, including briefing materials, talking points and follow-up submissions.
  • Represent Morpho in trade association working groups and industry coalitions, and coordinate Morpho's input into joint filings.
  • Engage congressional offices and committee staff on legislation and its implementation where it affects DeFi lending.
  • Manage outside policy counsel and consultants day to day: scope, deliverables and spend.
  • Brief leadership and product teams on US policy developments in short written updates, and flag implications for the protocol, products and external messaging.

Benefits

  • Fair, top-tier compensation
  • Real flexibility
  • Time together in Paris
  • Great health coverage
  • Support to keep learning
