About The Position

The New York City Department of Citywide Administrative Services (DCAS) is seeking to hire a Policy and Compliance Analyst within the Citywide Equity and Inclusion (CEI) Line of Service. CEI positions the City of New York as a global and innovative leader in fair and effective employment practices and sets the standards for City agencies to implement the City's EEO Policy, procedures, laws, City Charter and other mandates designed to prevent workplace discrimination and harassment under the City's legally protected categories. This promotes inclusivity, engagement, and retention for the entire 350,000+ City workforce. CEI designs and implements initiatives that align with and operationalize relevant legislation; develops and updates the City's EEO trainings portfolio to promote awareness of rights, responsibilities and resources for the City workforce of approximately 80 City government entities; and develops best practice guidance for agency EEO Officers across City government on emerging issues related to equal employment opportunity principles. The Policy and Compliance Analyst supports citywide workforce equity and compliance by conducting workforce data analysis, monitoring agency submissions, and preparing mandated reports. This role ensures that legal requirements are met while providing agencies with clear, evidence-based guidance to strengthen their workforce practices.

Requirements

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization.
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization.
  • Education and/or experience which is equivalent to the above.
  • At least a master's degree in an appropriate field of specialization and at least two years of experience described above.
  • Two years as a City Research Scientist Level I can be substituted for the experience required.

Responsibilities

  • Lead the submission and review of City Charter-required Annual EEO Plans and Quarterly Reports, providing feedback to agencies.
  • Spearhead workforce data analysis efforts, including the collection, synthesis, and interpretation of demographic and training compliance data to identify trends and gaps.
  • Assist with updating and refining workforce reporting calculations, metrics, and methodologies to improve accuracy and consistency across agencies.
  • Support the operationalization of new and existing legal mandates by translating requirements into actionable procedures.
  • Coordinate workforce analysis projects across agencies to ensure alignment and consistency.
  • Prepare mandated compliance reports and maintain accurate records documenting workforce analysis outcomes.
  • Cultivates and maintains intergovernmental relationships to facilitate cross-agency coordination and policy alignment at the municipal, state, and federal levels.
  • Drafts reports mandated by related local laws, executive orders, and policies examining City agency compliance with workforce equity and inclusion requirements.
  • Maintains records and prepares reports documenting findings, recommendations, and compliance outcomes.
