About The Position

Peraton is seeking a Policy Analyst to support national security missions. This role involves coordinating with various internal and external agencies to interpret, develop, and implement strategies and policies. The analyst will be responsible for organizational and resourcing strategies, defining performance metrics, supporting training, and managing technical transfer agreements. A key aspect of the role includes managing self-assessment programs, records management, and operating instructions. The position also requires tracking and responding to taskers, maintaining databases and file systems, and assisting with support agreements and memorandums. The analyst will also maintain a Policy SharePoint site. This position requires full-time, onsite attendance Monday through Friday in the Baltimore metropolitan area.

Requirements

  • Active Top Secret security clearance with SCI eligibility.
  • Minimum of 10 years with AS/AA; Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD; Additional four years of experience may be considered in lieu of a BS/BA degree.
  • Excellent oral and written communications skills, organizational and interpersonal skills.
  • Experience with Federal and DoD Cyber policies and procedures.
  • Advanced level experience in Microsoft Office Products: Knowledge of complex formulas, Pivot Tables, dashboard creation/maintenance, and Conditional Formatting (Excel); Document design, layout, formatting, and styling (Word); Creating custom templates by effectively modifying the Slide Master, and inserting and modifying complex charts and graphs (Power Point).
  • Advanced level experience in Adobe Acrobat Pro: Editing: Modifying text, images, and vector graphics directly within the PDF. Understanding object-level editing. Knowledge of Digital Signatures and Certificates: Understanding digital signature technology and how to use certificates to verify the authenticity and integrity of PDF documents. Security and Permissions: Implementing robust security measures, including password protection, encryption, digital signatures, and certificate-based authentication. Troubleshooting and Problem Solving: The ability to diagnose and resolve complex PDF-related issues, such as corrupted files, font problems, and security vulnerabilities.

Responsibilities

  • Coordinates and collaborates with internal Directorates and external National, DoD, and AF IT programs and agencies.
  • Drives identification, continual assessment, interpretation, and implementation of National, DoD, and AF strategies and guidance for application to AGENCY missions.
  • Coordinates and collaborates with staff from DoD organizations and Federal agencies to interpret, develop, and modify strategies and policies to ensure efforts meet program needs.
  • Plans organizational and resourcing strategies, assist in implementing policies and defining annual performance metrics.
  • Supports training planning and execution as necessary.
  • Coordinate/collaborate with Air Force Research Lab (AFRL) on all Tech Transfer program trainings, database updates and external agreements.
  • Develop, coordinate, and review Air Force Office of Research and Technology Applications (ORTA) interagency agreements--Cooperative Research and Development Agreements (CRADAs), Educational Partnership Agreements (EPAs), Material Transfer Agreements (MTAs), and Non-Disclosure Agreements (NDAs).
  • Analyze, reconcile, update and maintain data in the Defense Tech Transfer Information System (DTTIS) to develop tech transfer reports and metrics.
  • As the appointed Self-Assessment Program Manager (SAPM): Identify and manage Division inspection documentation by entering them into the Air Force Inspection Agency (AFIA), Management Internal Controls Toolset (MICT) to ensure compliance with Air Force policies, support preparation for AFIA inspections audits.
  • As the appointed Records Managment Professional, maintain directorate electronic records by regularly reviewing and updating files. Removing out dated versions, replacing them with the most recent updates, and storing all documents in their designated locations for easy access and compliance.
  • Assist with the development, staffing, and publishing Operating Instructions (OIs)
  • Assist in management and maintenance of OIs.
  • Assist with periodic annual reviews of OIs.
  • Interpret, staff, track, and develop final work products in response to multiple daily internal taskers and external ETMS2 taskers.
  • Assist in maintain a database with a running history of all external ETMS2 and Email Taskers, showing who they were staffed to internally for review, and the final results presented to the External requesting Agency.
  • Maintain a completed Files folder system with all historical responses for both internal customer and external ETMS2 Taskers that are searchable based on consistent repeatable file name extensions.
  • Assist the customer's Support Agreement Manager (SAM) in the development of Memorandums of Agreement and Understanding (MOA/MOU).
  • Assist the customer's SAM in the development of 7600A Reimbursable Support Agreements.
  • Maintain a high-level Agreements Tracker showing the status of CRADAs, EPAs, MTAs, and NDAs. Maintain current status notes that the government customer can reference, and maintain an archive tab listing all past completed ORTA Interagency agreements.
  • Assist in development, review and editing of internal and external Memorandums.
  • Maintain Policy SharePoint site that provides public access buttons, to current CRADAs, EPAs, MTAs, and NDAs.
