Responsibilities

Perform a broad range of complex analytical, professional, technical, and consultant duties in support of multiple Police Services functions.
Serve as a member of the Chief’s command staff and is responsible for fiscal management of the department and oversight of its budget and expenditures.
Support and manage multiple functional areas within the department including budget; grant administration, personnel services, collective bargaining agreement administration; performance management; staffing; and training/organizational development.
Supervise police administrative staff assigned to the Budget and Finance Unit.
Lead and support multiple functional areas within the department by analyzing and researching trends, offering solutions for complex problems and consulting on various assignments.
Advise the Chief and command staff on fiscal policy and personnel management related issues.
Perform a variety of professional-level administrative and analytical work involving the preparation, study and application of the Department’s budget and finances; and perform duties involved in the research, analysis and development of efficient systems; and supervise, assign, and review the work of lower-level staff.
Develop, maintain, and oversee analytical reporting systems and software tools used to monitor departmental budgets, expenditures, staffing costs, and grant funding in real time; evaluate emerging technologies and recommend enhancements to improve fiscal awareness, forecasting, reporting accuracy, and operational efficiency.
Manage a wide variety of department-level activities that include fiscal planning, accounting, financial reporting, grant management, and asset tracking.
Prepare grant applications; ensure grant expenditures are consistent with grant requirements; authorize billing and collection from grant agencies.
Develop and monitor budgets and approve expenditures within established budgets, including funds spent according to complex grant rules and procedures in compliance with state and federal law.
Address a variety of personnel needs and issues, which include workflow, documentation of leave usage, adherence to payroll reporting standards, monitoring overtime, and conducting performance reviews of subordinate personnel.
Analyze and interpret the collective bargaining agreements; research past practice as necessary; and ensure accurate calculation of union pay rates in compliance with agreements and coordinate with Human Resources on implementation of annual changes.
Establish and maintain close communications and liaison with other city departments on public safety related concerns.

Develop, train, and manage the department’s computer-based staffing software system.
Develop and implement internal work procedures to ensure regulatory compliance and consistent, quality services that achieve departmental goals.
Research, develop, recommend and implement comprehensive proposals for new programs or major revisions to existing programs.
Perform special projects or assignments; research data, conduct interviews, coordinate activities, write reports, make presentations and recommendations as assigned.
Serve as lead or act as a team leader for various services projects.
Facilitate the research, development, and implementation of procedures and policies.
Make recommendations and implement changes as necessary.
Serve as a member of the department’s command staff, providing recommendations on fiscal policy and departmental personnel management related issues.
Administer the department’s annual budget.
Ensure maintenance of accurate and complete records and support data in multiple functional areas.
Ensure materials are maintained in compliance with state and federal law.
Prepare and provide reports on related project issues, i.e. various financial reports, grant expenditure reports, leave administration, etc.
Review and evaluate complex data and make appropriate recommendations.
Provide customer service to department personnel include answering contract and policy-related questions, assisting employees, traveling, training, etc.
Performs other duties as assigned.
