About The Position

An employee in this position performs administrative and specialized law enforcement work. An employee in this class is assigned special administrative and supervisory work. The Lieutenant is responsible for supervising the operations of both the Patrol Division and the Special Investigative Division (SID). Working in partnership with a peer Lieutenant, the employee operates in a fully cross-trained capacity to seamlessly manage and support both divisions. Duties include coordinating staff scheduling across assigned divisions, overseeing SID funds and budget, ordering uniforms and other supplies for the department, and serving as the evidence custodian supervisor and federal task force officer supervisor. Work involves handling citizen concerns and issues, supervising and participating in patrol and investigations work, performing crime prevention, and handling other essential administrative responsibilities. Work involves frequent public contact which requires tact, firmness, and decisiveness. The employee is subject to hazards in law enforcement work including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as dangerous persons, loud noises, hazardous spills with fumes, oils, gases, or flammable liquids. Work is subject to the final OSHA standards on bloodborne pathogens. Work is performed in accordance with departmental policy and state and federal law, supplemented with specific directions from the Police Captain. Work is performed under the general supervision of the Police Captain and is evaluated through observation, discussion, and review of reports.

Requirements

  • Considerable knowledge of state and federal laws, local ordinances and policies of the police department.
  • Considerable knowledge of law enforcement principles, practices, methods, and equipment.
  • Considerable knowledge of state and federal laws and regulations concerning DCI and evidence chain of custody requirements.
  • Considerable knowledge of modern and effective supervisory principles and practices including leadership, motivation, communication, counseling, discipline, and performance evaluation.
  • Knowledge of the application of information technology to modern law enforcement work.
  • Working knowledge of the organization's personnel policies, budget and purchasing procedures, and effective supervisory practices.
  • Working knowledge of the laws, court cases, and guidelines related to the hiring and other employment processes.
  • Skill in collaborative conflict resolution.
  • Skill in the use of firearms and other police equipment and in the application of self-defense tactics.
  • Ability to act with sound judgment in routine and emergency situations.
  • Ability to present effective court testimony and make public presentations.
  • Ability to prepare clear and concise administrative and activity reports.
  • Ability to build and maintain cooperative and effective public relations with the citizens, department staff, and Town officials.
  • Must be a Sergeant to be considered for the rank of Lieutenant; successful completion of the Lieutenant promotional process.
  • Possession of a valid North Carolina Driver’s License.
  • Completion of the minimum requirements established by the North Carolina Justice Training and Standards Commission for certified law enforcement officers.
  • Possession of the appropriate certificates as required by the Town.

Nice To Haves

  • Graduation from community college with a degree in criminal justice supplemented by law enforcement and supervisory training and considerable supervisory experience in law enforcement; or an equivalent combination of education and experience.

Responsibilities

  • Assists Police Captain with departmental supervisory and administrative work.
  • Assists with decisions in unusual situations as circumstances require.
  • Reviews and participates in hiring, promotions, and disciplinary actions.
  • Acts in the absence of the Police Captain.
  • Schedules employees to shift and identifies substitutes as needed.
  • Approves leave requests; approves subordinate time sheets.
  • Schedules employees for court duty as efficiently as possible to reduce overtime costs.
  • Monitors use of overtime; reviews all reports for accuracy and thoroughness.
  • Fills in for absent staff as needed.
  • Assists with budget preparation and administration; purchases uniforms, equipment and supplies.
  • Develops and administers grants for the department.
  • Conducts background investigations for new hires; conducts internal investigations as needed.
  • Reviews law enforcement reports completed by officers for accuracy and thoroughness.
  • Researches and prepares updates on laws, regulations, court cases, etc.
  • Communicates changes and trains staff on legal issues; assists with coordinating staff training.
  • Reviews incident reports and provides feedback to sergeants as needed.
  • Investigates complaints and internal affairs issues within the department and reports findings with recommendations for action to the Captain.
  • Assists with training for departmental staff.
  • Performs research and prepares various reports and recommendations as needed by the Captain.
  • Involved with planning and coordination of special events in coordination with departmental staff, other Town departments, and other organizations.
  • Performs investigations work as needed; may assign cases to investigators; may provide training and guidance to investigators and participate in investigations as needed; may coordinate cases and other issues with the District Attorney's office, other law enforcement agencies, and others as needed.
  • Performs other duties as assigned.
