About The Position

The Police Department is seeking a Police Investigator II for the Missing Persons Unit. This role involves responsible investigative work within the Police Department, not requiring police authority. Assignments can include specialized areas such as Missing Persons, Sex Offender Notification, Enforcement, and Tracking (SONET), Special Victims, and Recovered Property. The incumbent will review police reports, initiate attempts to locate (ATL) reports, contact other agencies for information, and utilize automated systems for research and background checks. Duties also include conducting non-suspect interviews, monitoring suspect interviews, writing supplementary police reports, compiling statistics, performing redactions of police reports, and potentially testifying in court. The position assists sworn personnel by creating and disseminating crime trend information, aiding in the collection of records and evidence, and reporting at Comp Stat meetings. Specific duties vary by unit, including investigations into missing persons, collaboration with NCMEC and DCS, risk assessments for sex offenders, research on cold cases, and processing of pawn transactions. Some assignments may involve subpoenas, teletype preparation, assisting national law enforcement agencies, and responding to call-outs for large-scale investigations. This civilian classification requires considerable independence, initiative, and judgment, with supervision received from a sworn employee.

Requirements

  • Graduation from high school or GED.
  • Good (1 - 3 years) public contact experience in a law enforcement/public safety environment.
  • Must possess a valid Class D Arizona Driver’s License by hire or promotion date.
  • Successful completion of a background investigation.
  • Successful completion of a psychological evaluation.
  • Successful completion of pre-employment/pre-placement alcohol, drug and/or controlled substance testing.

Nice To Haves

  • Good (1 - 3 years) investigation experience in a law enforcement/public safety environment.
  • Some (6 months - 1 year) experience utilizing a computer to enter and retrieve information.
  • Bilingual (English/Spanish) speaking skills.

Responsibilities

  • Review police reports to determine the urgency of the situation.
  • Initiate attempts to locate (ATL) reports.
  • Contact other agencies, investigative leads, and probation officers for additional information.
  • Utilize automated systems to research criminal history and perform background checks.
  • Conduct non-suspect interviews and may monitor suspect interviews.
  • Write lengthy supplementary police reports.
  • Compile reports and statistics to document activity within the assigned unit.
  • Perform detailed redactions of police reports as requested by various agencies and citizens.
  • May be required to testify in court.
  • Assist sworn personnel by creating and disseminating crime trend information/bulletins.
  • Assist with the collection of records, evidence, Rule 15, etc. for detective’s investigations.
  • Attend and report related operational information at Comp Stat meetings.
  • Conduct thorough investigations into cases of missing persons.
  • Collaborate with other law enforcement agencies while coordinating efforts with the National Center for Missing and Exploited Children (NCMEC) and the Arizona Department of Child Services (DCS).
  • Utilize specialized databases to investigate and research information.
  • Prepare detailed reports for the Missing Persons Unit.
  • Process tax and licensing applications.
  • Review and enter pawn/secondhand transaction information into the appropriate database.
  • Check for stolen property and wanted persons.
  • Prepare new business files and scan relevant documentation for record-keeping purposes.
  • Conduct periodic inspections and investigate violations committed by pawn/secondhand businesses.
  • Complete written reports and testify in court as necessary for the Recovered Property Unit.
  • Analyze and conduct a risk assessment on sex offenders who recently moved to Mesa.
  • Investigate and research information received from the NCMEC to build the case for sworn detectives.
  • Perform routine address verifications on low-level Registered Sex Offenders (RSOs).
  • Manage the Offender Watch program.
  • Process court document requests for the SONET Unit.
  • Research and investigate “cold cases” for the Special Victims Unit.
  • Review and determine proper dissemination of summary reports and school reports received from the DCS.
  • Assist other agencies with the collection of sexual assault examination kits.
  • Perform audits on medical suite equipment.
  • Periodically conduct online searches for persons who are unable to be located.
  • Locate individuals in a condensed timeframe for specific court cases.
  • Create and manage a spreadsheet and timeline for incoming tips for large-scale cases.
  • Create photo lineups.
  • Assist with subpoenas and court order processes.
  • Prepare numerous teletypes.
  • Assist national law enforcement agencies during the course of an investigation.
  • Respond to call-outs at night for large scale investigations.
  • Perform other related duties as required.
