Requirements

  • A relevant degree and five (5) years of relevant and progressive experience; or graduation from a recognized Information Technology Program and five (5) years and six (6) months of relevant and progressive experience; or an equivalent combination of training and experience.
  • Deep technical expertise in Power Platform, Microsoft 365 (e.g., SharePoint, OneDrive), and/or Dynamics 365 and related productivity and collaboration tools.
  • Lead technology change initiatives and platform deployments, including stakeholder readiness and adoption.
  • Develop and execute strategic technology plans, translating priorities into an achievable roadmap.
  • Engage users and stakeholders and use qualitative and quantitative insights to drive platform service and product improvements.
  • Deliver platform products and services using agile product management practices (e.g., user stories, MVP definition, and roadmap/backlog prioritization).
  • Work effectively in multidisciplinary teams and apply practices such as user research, service design, usability, analytics, and accessibility.
  • Make sound decisions and trade-offs to manage a platform backlog and roadmap through design, delivery, and continuous improvement.
  • Design and lead efficient, collaborative platform operations and support, including incident and service request workflows.
  • Define, monitor, and report on measurable platform performance targets and service outcomes.
  • Communicate clearly in writing and verbally, translating complex technical concepts for diverse stakeholders across government and health.
  • Manage scope, resourcing, and budgets to deliver new and existing products that meet user needs.
  • Foster empowered teams by delegating effectively and providing coaching, feedback, and support.
  • Apply a strategic, innovative, and problem-solving mindset.

Responsibilities

  • Provides expert insight and technical stewardship for Power Platform, Dynamics 365 and Microsoft 365.
  • Leads the strategic visioning, planning, and definition of cross-platform capabilities and activities within the Modern Collaboration Architecture.
  • Takes ownership of productive and collaborative solutions and platform services, providing guidance to users and leaders and supervising analysts and specialists.
  • Ensures services and products meet the needs of client departments across the Provincial Government, Nova Scotia Health (NSH), and IWK, and support outcomes for citizens of Nova Scotia.
  • Evolves platform capabilities to continuously align with government and client needs.
  • Provides strategic leadership for the Government of Nova Scotia's Microsoft Power Platform, Microsoft 365, Dynamics 365, and emerging collaboration technologies.
  • Shapes the future direction of these platforms, ensuring they remain secure, scalable, innovative, and aligned with business priorities across government.
  • Leads platform and product strategy, establishing roadmaps, growth objectives, and service plans that support business outcomes and enhance the user experience.
  • Oversees enterprise governance for Power Apps, Power Automate, Power Pages, Power BI, Dataverse, and Microsoft Copilot, ensuring these technologies are used effectively while meeting security, privacy, compliance, and risk management requirements.
  • Defines and maintains key platform standards, including environment management, application lifecycle management (ALM), and maker enablement practices.
  • Implements governance frameworks, data loss prevention policies, connector controls, and tenant management strategies to create a secure and well-managed technology environment that enables innovation while protecting government data.
  • Leverages analytics, monitoring tools, and governance dashboards to assess platform health, identify risks, analyze adoption trends, and provide actionable recommendations to leadership.
  • Continuously improves governance processes and platform performance using data-driven insights and industry best practices.
  • Plans and prioritizes platform enhancements using agile, customer-focused approaches.
  • Promotes the adoption of modern digital solutions, identifies opportunities to improve efficiency and reduce costs, and evaluates emerging technologies to support the ongoing evolution of government services.
  • Provides leadership to a team of analysts and specialists, fostering a collaborative, inclusive, and high-performing culture.
  • Builds team capability, encourages continuous learning, and promotes a product-focused mindset that supports the delivery of modern digital services across government through coaching, mentoring, and talent development.
