About The Position

The City of Ventura is seeking a Plans Examiner to join our Community Development Department. This position performs routine to moderately complex plan reviews for residential and commercial building projects, ensuring compliance with California building, plumbing, mechanical, and electrical codes, accessibility and energy regulations, and other applicable State and local requirements. The Plans Examiner applies sound judgment in interpreting codes and regulations and reviews construction plans for compliance with current building standards and construction practices. The position also provides technical guidance and code interpretation to architects, engineers, contractors, permit applicants, and the public regarding building, zoning, planning, and permitting requirements. The ideal candidate will have strong knowledge of construction practices and plan review principles, effective communication skills, and the ability to establish and maintain productive working relationships with coworkers, supervisors, industry professionals, and the public.

Requirements

  • Requires a combination of education, training, and experience equivalent to completion of high school, supplemented by additional coursework in construction technology, building and permit processes, engineering or related field and three years of responsible building permit processing or two years of plans review experience.
  • Depending on assignment, possession of a valid California Class C driver's license may be required.
  • Must obtain and maintain a Plans Examiner certificate within six months of appointment.

Responsibilities

  • Review routine to moderately complex residential and commercial building plans for compliance with applicable California Building Codes, State laws, and City regulations.
  • Provide technical guidance and code interpretation to engineers, architects, contractors, applicants, and the public regarding the permitting process, plan review, fees, and applicable codes and regulations.
  • Provide technical support, training, and code interpretation assistance to Community Development staff, as assigned.
  • Perform public counter duties, including accepting plan and permit applications, processing plans, issuing permits, and providing information and guidance to applicants.
  • Research and provide updates on plan review and permit status using computerized record systems.
  • Perform required clearances and reviews for the Certificate of Occupancy process.
  • Prepare reports and assist with developing policies, ordinances, procedures, community outreach, and public information materials related to assigned programs.
  • Perform other related duties as assigned.
