About The Position

Under the direction of the Community Development Director, the Planning and Zoning Manager is responsible for overseeing the administration of zoning regulations, development review processes, and long-range planning initiatives for the city. This role involves ensuring compliance with the city’s zoning code, coordinating planning efforts across departments and with external agencies, and providing guidance to developers, staff, and the public. The Manager also supervises department employees, facilitates public engagement, and supports the city’s growth through effective policy development, zoning enforcement, and community planning strategies.

Requirements

  • Demonstrated experience in administering zoning codes, reviewing site plans, and conducting compliance inspections.
  • Proven ability to manage staff, including hiring, training, performance evaluations, and conflict resolution.
  • Experience in developing and implementing comprehensive plans, coordinating public input, and analyzing growth trends.
  • Strong organizational skills with experience preparing detailed reports, managing records, and handling budgetary responsibilities.
  • Ability to work effectively with state, regional, and local planning agencies, as well as internal city departments.
  • Familiarity with municipal grant application processes and grant management.

Responsibilities

  • Supervise and manage department employees, including training, evaluating, and overseeing work assignments.
  • Administer zoning regulations, interpret zoning codes, review site plans, issue permits, and conduct inspections to ensure compliance.
  • Ensure adherence to the Comp Plan through Zoning procedures.
  • Manage and coordinate data collection; provide policy development and community engagement on land use, housing, and economic growth.
  • Serve as staff liaison to the Planning Commission, Zoning Board of Appeals, and other relevant boards, preparing reports and agendas, and presenting at public meetings.
  • Coordinate zoning approvals with other city departments and guide developers, staff, and the public on zoning matters.
  • Review and recommend zoning code amendments and maintain up-to-date zoning and land use maps in coordination with GIS staff.
  • Oversee the development review process, including site plans, plats, and compliance inspections, while coordinating with developers for necessary modifications.
  • Facilitate public outreach, community workshops, and meetings to gather input on zoning and planning initiatives.
  • Assist with long-range planning efforts, including research, policy development, and strategic planning for economic growth and infrastructure.
  • Assist in the preparation of department budgets, pursue grants, and administer planning-related funding opportunities.
  • Act as a liaison with state, regional, and county planning agencies to ensure coordinated planning and intergovernmental collaboration.
  • Oversee the issuance of business licenses and building permits, ensuring proper zoning compliance and coordinating inspections.
  • Performs additional duties as assigned to support the needs of the department adequately and as directed by the Community Development Director.
