About The Position

Heber City is seeking a Planner III to review applications for zoning compliance and land divisions, prepare documentation for various review stages, and document proceedings. This role involves presenting and discussing planning applications at meetings, coordinating citizen participation, and mediating planning, zoning, and building compliance issues. The Planner III will provide technical and professional advice, make presentations to various groups, and offer information on land use applications, ordinances, and codes. Responsibilities include preparing studies and reports, conducting research, and assisting in the development and implementation of various city plans and codes. The position also involves reviewing and processing complex amendments, rezonings, annexations, and development agreements, and advising councils, boards, and commissions on planning-related matters. Requirements

  • Review applications for zoning compliance and land divisions (i.e., subdivisions and exemptions).
  • Prepare proper documentation for review at various stages of the approval process, i.e., planning commission, city council, or the general public.
  • Document received and record various proceedings.
  • Prepare planning commission packets and attend regular meetings to present and discuss planning applications and issues.
  • Coordinate the citizen participation process.
  • Meet with the general public to discuss planning, zoning, and development issues.
  • Assist the public to define concerns and present public questions to management.
  • Conduct quasi-judicial processes to mediate and facilitate resolution to planning, zoning, and building compliance issues.
  • Follow up with public to apprise of city policy and decisions.
  • Assist in the preparation of meeting agenda as required.
  • Publish notice of meeting via local newspaper and post notices as required.
  • Provide technical and professional advice.
  • Make presentations to supervisors, boards, commissions, civic groups and the general public.
  • Provide information on land use applications, ordinances, codes, plans and related planning programs, services or regulations to architects, engineers, developers, contractors, owners, community groups and interested persons.
  • Participate as a member of an appointed task force to develop subdivision regulations.
  • Prepare a variety of studies, reports and related information for decision-making purposes.
  • Conduct technical research studies and prepare statistical reports and recommendations for drafting or revising local legislation and plans, projecting trends, monitoring socio-economic data, etc.
  • Assist in the development and implementation of growth management, land use, economic development, utility, housing, transportation, facilities, solid waste or other plans and codes to meet the City's needs and any inter-governmental agreements or requirements.
  • Assist with various formal processes and reviews related to claims for exemption, special use permits, subdivision applications, variance requests, applications and appeals, development applications, zoning changes, etc.
  • Review blueprints and survey results.
  • Prepare and submit staffing reports.
  • May make verbal presentations to the planning commission or city council.
  • Ensure proper and timely property owner notifications.
  • Evaluate environmental and land use proposals for conformity to established plans and ordinances.
  • Evaluate proposals' development impact as they relate to the adopted plans of the City and make recommendations.
  • Review and process complex comprehensive plan amendments, rezonings, annexations, and development agreements.
  • Advise various councils, boards, commissions and elected officials in planning-related issues.
  • Perform related duties as required.
  • Successfully pass a drug test.
