About The Position

The Department of Economic Security (DES), Division of Business Services, is seeking an experienced and highly motivated individual to join our team as a Physical Plant Manager. This position will be responsible for planning, organizing, developing, and directing the maintenance operation of DES state-owned buildings statewide, in accordance with DES and Office of Facilities Management policies and procedures, current federal, state, and local standards, guidelines, and regulations to ensure that DES-owned buildings are maintained safely and comfortably. The position oversees the work of vendors, ensuring DES quality standards and adhering to project timetables with the use of a computerized maintenance management system. Additionally, it will provide guidance and direction to subordinate Physical Plant Supervisors. As the Deputy to the Physical Plant Operations Administrator, acts on the Physical Plant Operations Administrator's behalf during their absence. The candidate must pass a post-offer physical exam. This position is 100% in an on-site setting.

Requirements

  • Knowledge in Department organization functions, personnel practices, and techniques.
  • Knowledge in Methods and techniques of supervision and management; methods and practices of preventive maintenance, repair, remodeling, and construction. activities, and common and specialized tools, equipment, and materials used.
  • Knowledge in Budgetary procedures (preparation and control of expenditures), and methods of record keeping.
  • Skills in Computer proficiency and associated software.
  • Skills in Plan, organize, coordinate, and supervise skilled maintenance and trades personnel.
  • Skills in Facilities safety practices and National and local building codes.
  • Skills in Blueprints, sketches, schematics, and structural components of buildings and utility systems.
  • Ability to Oral and Written Communication tactfully and courteously, and motivate staff professionally and positively.
  • Ability to Maintain professional interpersonal relationships with a wide variety of customers, vendors, and building occupants.
  • Ability to Analyze issues and develop plans to address Physical Plant issues; Interpret construction documents and submittals.
  • Ability to pass a post-offer physical exam.
  • Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Nice To Haves

  • A minimum of at least 8 years of skilled building maintenance or trades experience, and at least one year of experience supervising skilled building maintenance or trades positions.
  • Occasionally, after-hours emergencies may need to be addressed by this position, either remotely or on-site.
  • Occasional overnight/out-of-town travel will be required.

Responsibilities

  • Plans, organizes, and directly supervises the Physical Plant operations of the DES Maintenance team that perform maintenance work orders in support of DES Physical Plant operations.
  • Prepares cost estimates for work orders, repairs, alterations, and new construction projects; reviews and certifies the need for repairs and coordinates vendor work.
  • Manages programs for preventive and special maintenance of facilities, equipment, and grounds, custodial services, and associated major subsystems; determines if on-site staff or contractor repair is appropriate; and reviews contract and service agreements, and ensures compliance with terms and authorizing payments.
