About The Position

TSS is seeking a PEBLO to provide remote support the Navy Bureau of Medicine and Surgery (BUMED), Force Medical Readiness Department (M34), oversees Medical Evaluation Board (MEB) activities. This contract provides clinical and administrative support and consultative services to Navy Medical Forces Atlantic (NMFL), Navy Medical Forces Pacific (NMFP) and Navy Medicine Readiness and Training Commands (NMRTC) and Units (NMRTU). The PEBLO serves to perform Disability Evaluation System DES activities as per established DoD and Navy Policies, instructions and regulations for Navy and Marine Corps Active Component and those eligible Reserve Component service members. Daily activities of PEBLO(s) shall provide Physical Evaluation Board Liaison Officer Services for BUMED and the NMRTC/U(s), collaborates closely with the Deployability Care Coordinator (DCC0, Physician, and Administrative support assistant. The NMRTC provides medical support to active duty (AD) and Reserve Component (RC) service members. The PEBLO is a non-medical case management specialist who assists service members as their case moves through the Integrated Disability Evaluation System (IDES) or Legacy Disability Evaluation System (LDES). PEBLOs are the primary liaison between the service member and other agencies. Provides counselling for military personnel processed through the Disability Evaluation System (DES) on their rights, benefits, privileges and obligations. Coordinates evaluation appointments, assists in preparing appeals, rebuttals and the assignment of service member’s legal counsel; and refers personnel to appropriate agencies Responsible for the effective application of policy/procedure and other related managerial tasks. Generates standard and customized management reports and charts. Tracks all assigned cases, analyzes performance against established metrics related to DES processing performance goals. Responsible for all aspects of DES and TDRL programs with regard to case processing and customer service w. Solve complex cases as they arise with the goal of meeting all Department of Defense (DoD) and VA timelines. Analyzes, interprets and applies new and established directives and instructions Responsible for assisting Patient Relations Department in answering congressional inquiries regarding any aspect of MEB activities within the allotted time. Coordinates the processing of MEB activities of personnel assigned to all branches of the uniformed services that are treated in the NMRTC/U and its catchment area of responsibility and ensures quality and accuracy of reports. Develops and maintains case files of required documentation from physicians, service members, Parent Command, other DoD and civilian hospitals, RCCs, and/or PSD. Prepares and conducts various briefings and training relevant to the DES program to the NMRTC/U leadership, outlying Branch Medical Clinics, PSD, Parent commands and other hospital clinical and administrative support staff.

Requirements

  • Knowledge of the Department of Defense Instruction (DoD), Secretary of the Navy Instruction, DES policy, guidelines, processes and procedures.
  • Comprehensive knowledge and understanding of the military retirement system.
  • Thorough working knowledge of policies and procedures of the Health Insurance and Portability and Accountability Act (HIPAA), Freedom of Information Act, Privacy Act and directives issued by competent authorities.
  • Knowledge of the operational principle of all standard office equipment such as desktop computers, laptops/tablets, fax, scanner, printers, office copiers and data transcribing procedures.
  • Basic understanding and knowledge on the use of coding techniques under Veterans Affairs Schedule of Rating Disabilities (VASRD).
  • Skill in oral and written communication sufficient to prepare and present findings using Microsoft Office Suite proficiently.
  • Skill in applying complex fact-finding, analytical and investigative techniques to gather factual information.

Responsibilities
