About The Position

The Personnel Action Specialist provides high-level technical expertise and consultative support to agency leadership, managers, and support staff in the areas of workforce planning, Texas statutory requirements, and compliance with human resources policies. This role supports and advises on a wide range of HR-related personnel actions such as reorganizations, promotions, demotions, reclassifications, and legislatively mandated staffing changes. This position serves as a primary point of contact and liaison to the Employee Service Center, Health and Human Services Commission partners, including Human Resources and Payroll, Time, Labor, and Leave, and other internal and external stakeholders to ensure accurate, timely, and policy‑compliant personnel actions.

Requirements

  • Knowledge of HR policies, procedures, state and federal laws, regulations, and legislation; human resource information systems; people analytics and statistical analysis processes.
  • Skill in identifying problems, evaluating alternatives, and negotiating and implementing solutions; interpreting policy and procedures and communicating them in a clear, concise language; preparing concise, organized reports, and recommendations; analyzing, evaluating, and interpreting data and reports; utilizing Microsoft Word, Excel, Outlook, PowerPoint; and utilizing Adobe Acrobat Pro.
  • Ability to develop and maintain effective working relationships with staff of all levels; resolve conflicts; determine when to escalate issues; negotiate and collaborate with individuals and groups internally and externally.
  • A minimum of five (5) years of experience directly supporting executive level staff with HR or workforce-related activities.
  • A minimum of two (2) years of experience with personnel actions (processing, reviewing, approving, etc.).

Nice To Haves

  • Experience with Peoplesoft CAPPS Human Capital Management preferred.
  • Experience working in a State of Texas government agency preferred.

Responsibilities

  • Serves as the primary point of contact for all HR-related personnel actions. Researches HHS HR policy and guidance, Texas statute, and agency-specific policy to coordinate comments for HR-related action requests needing DSHS Commissioner approval. Provides recommendations, technical assistance, consultation, and conducts analyses for leadership and support staff across the agency. Coordinates with HHSC HR and PTLL, the HHS Service Center, and other internal and external stakeholders as needed.
  • Manages the DSHS Operations Memos shared email box, responds to customer inquiries, researches and consults with HHSC HR and PTLL, the HHS Service Center, and others to escalate and resolve complex issues. Tracks HR-related actions, consults, and other metrics to analyze and evaluate the effectiveness of current processes and effective techniques for improvement.
  • Supports program area with maintaining and administering agency-wide programs, projects, and initiatives related to workforce development. This includes but is not limited to supporting the Survey of Employee Engagement, the State Employee Charitable Campaign, Manager training and development, New Employee Orientation, and engagement or recognition events.
  • Develops briefings for agency leadership and staff. May conduct presentations at Executive Team Meetings. Provides guidance and develops and delivers training to agency staff.
  • Performs other duties as assigned including actively participating or serving in a supporting role to meet the agency's obligations for disaster response and recovery or Continuity of Operations (COOP) activation.
