About The Position

Provides administrative support to the Building and Fire Safety Department using information related to building/use permit requirements, codes and inspection procedures to contractors, design professionals, and public while utilizing significant judgement interpreting and applying codes, regulations and department policies.

Requirements

High school diploma or G.E.D.
Two (2) years of prior office experience, to include use of personal computers and customer service.
Proficient with Microsoft Word and Excel.
Valid driver license.
Must obtain Florida driver license within thirty (30) days of employment.
Applicants must authorize and undergo fingerprint-based state and national criminal history screening.
Employees in this position are subject to continuous criminal history monitoring throughout employment.
Employees must possess and maintain a valid driver's license appropriate for the vehicles operated, meet City driving eligibility standards, and remain subject to continuous driver's license and motor vehicle record monitoring through employment in this position.

Nice To Haves

International Code Council Permit Technician Certification
Obtain Florida Notary Public Commission within 6 months of employment.

Responsibilities

Provide comprehensive responses to requests and inquiries while maintaining a positive, professional approach to all customers, staff and other parties; asks appropriate questions to gather relevant information before directing customers or advising senior staff on pertinent issues.
Perform a variety of para-professional permitting, code enforcement, and other related tasks, including technical review of permit applications.
Provide technical assistance to other staff and departments.
Provides permitting and technical information to customers.
Effectively communicates the process and results to staff and applicants.
Helps guide the public through the City’s regulatory system.
Handles the intake and processing of building permit applications and associated documentation from the public.
Reviews applications and supporting materials for accuracy and completeness, determining the appropriate permit type.
Issues permits submitted via mail, online platforms and in-person at the customer service counter.
Ensures precise data entry into the permit management enterprise system.
Monitors the permit review process by routing applications and plan, tracking their progress through all stages of approval, and ensuring the timely and efficient processing of application requests.
Provides guidance to the public in completing forms and documents related to the building permit process.
Offers technical assistance via phone and in-person interactions, addressing inquiries regarding application and procedures and City development codes.
Processes and interprets information related to administrative and construction codes to ensure compliance and accuracy.
Offers technical expertise and functional guidance to City staff on the intake and processing of building permits.
Serves as a point of contact for inquiries from the public and City personnel in the absence of supervisory staff, ensuring continuity of service and adherence to established procedures.
Manages the end-to-end permit process for complex and large-scale projects, overseeing the intake, review, processing, and issuance of building permits to ensure efficiency, compliance and timely completion.
Assists inspectors with daily occurrences including inspections, investigations and permit inquiries.
Drafts, reviews, and refines correspondence, ensuring clarity, professionalism, and adherence to regulatory and organizational standards.
Oversees the management of public records for all permit types, ensuring accurate preparation, organization, maintenance, and updates of departmental files and records.
Conducts research and compiles information as needed.
Assists field inspectors, plans examiners, planners, or other City departments, external agencies, and the public in retrieving permit records from various sources, including the permit database, project files, microfiche, and Laserfiche.
Manages the preservation and disposal of public records in compliance with state regulations, ensuring proper documentation, retention, and destruction procedures are followed.
Respond to public records request within the City specified time-frames, ensuring timely, accurate, and compliant responses.
Provide administrative assistance to the BFSD and Growth Management staff as assigned, ensuring efficient operations and adherence to departmental objectives.
Independently performs duties with minimal supervision, exercising sound judgement, discretion, and critical thinking while ensuring compliance with departmental policies, City ordinances, the Florida Administrative Code, and Florida Statutes.
Provides support for code enforcement functions, including processing use permits, preparing official notices, entering violation data, and responding to customer service inquiries with accuracy and professionalism.
Perform duties of the Permit Administrator in his/her absence.
Maintains the confidentiality of protected information in accordance with applicable laws and City policies.
Drive to and from work sites, run office-related errands. (City vehicle will be provided)
Perform additional duties as assigned.
Be available for emergency call-outs on an as-needed basis.
On a voluntary basis, may use acquired position knowledge to assist during emergency deployment to other building departments for disaster relief.
Complete required trainings as specified within the City Comprehensive Emergency Management Plan and other City assigned training.
In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
