About The Position

The City of Bremerton is seeking a Permit Technician to provide customer service and administrative support at the Public Works and Utilities permit counter. This role reports to the Development Managing Engineer and is responsible for processing right-of-way and utility permit applications, tracking permit reviews, approvals, and construction activity, preparing and maintaining permit documentation, and coordinating with Engineering staff. The position also involves reviewing application materials for completeness and accuracy, responding to inquiries, managing multiple priorities, maintaining attention to detail, and working effectively in a fast-paced environment with frequent interruptions.

Requirements

  • Basic computer applications, including Microsoft Word, Excel, and municipal permitting or records management software.
  • Standard office practices, procedures, and equipment.
  • Basic municipal government operations and functions.
  • Read and interpret easements, right-of-way documents, legal descriptions, construction plans, specifications, and property restrictions.
  • Learn and apply City development, construction, and municipal infrastructure standards.
  • Organize, prioritize, and manage workload independently and efficiently.
  • Communicate effectively and professionally, both verbally and in writing, with staff, contractors, developers, engineers, and the public.
  • Providing effective customer service and maintaining positive working relationships with internal and external stakeholders.
  • Communicating clearly and professionally in person, by telephone, and through email.
  • Maintaining accurate records and performing detailed organizational and administrative tasks.
  • Using standard office software and municipal permitting systems or similar applications.
  • High School Diploma or GED
  • Two (2) years of professional experience in administrative support in a construction or engineering environment; utility, permitting, or public works coordination; customer service in a technical or municipal setting
  • Equivalent combinations of education, training, certifications, and directly related work experience that demonstrate the knowledge, skills, and abilities necessary to perform the essential functions of the position will be considered.

Nice To Haves

  • Associate degree in business administration, accounting, or a related field OR Two (2) years of vocational training, college coursework or certifications related to business administration, construction, engineering technology, public works, customer service, or a related field.

Responsibilities

  • Serves as the primary contact for right-of-way and utility permits at the front counter, through the group’s shared email, and on the telephone.
  • Answers questions related to right-of-way use, permit requirements, permit fees, existing utility and right-of-way infrastructure locations, and any other information relating to permit and service requirements.
  • Processes and issues utility and right-of-way permits after applications have received all required reviews and approvals.
  • Inform applicants of conditions placed on permits and required inspections.
  • Processes and prepares public utility and right-of-way development project permit issuance and closeout documentation, releases bonds and ensures that all project closeout items and fees are paid.
  • Coordinates, processes and routes applications, and approves deposits and insurance.
  • Reviews application materials and construction plans for completeness and adherence to City construction standards and regulations.
  • Issues permits, calculates permit fees, receipts money, and enters permit information into the computer.
  • Researches and provides information on right-of-way widths, addressing, etc.
  • Reviews and researches public records, as-built drawings, service agreements and plan drawings for internal and external requests.
  • Routes plans and applications to applicable city staff and other governmental agencies.
  • Assists with street numbering and lot addressing.
  • Coordinates with office and field development engineering staff, and other public work staff on permit status, plan review, reporting and other activities related to development engineering.
  • Performs other development review functions as assigned.
