About The Position

Growth Management is hiring for one vacancy for a Permit Technician I or II or Specialist based on qualifications. The Permit Technician is responsible for performing technical and departmental duties related to the processing and issuance of construction permits. This role includes conducting preliminary and simple plan reviews to ensure compliance with the Florida Building Code and State Statutes. The Permit Technician also provides high-level customer service and problem-solving, registers new contractors, and updates contractor documents as needed. Additionally, this position involves cashier duties, maintaining accurate records, and scheduling inspections for all construction trades. This role is part of a structured career progression path with opportunities for advancement into supervisory or other Growth Management roles.

Requirements

  • Must possess a valid Florida Driver's License with an acceptable driving record.
  • High School Diploma: Required
  • Two years of clerical experience including two years in customer service or an equal combination of training, education, and experience (for Permit Technician I).
  • Two years of permitting experience with the City of Ocala or equivalent permitting experience in a municipal or county setting (for Permit Technician II).
  • Five years of permitting experience with the City of Ocala or equivalent permitting experience in a municipal or county setting (for Permit Specialist).
  • ICC Permit Tech Certification (for Permit Technician II).
  • Requires both Permit Tech and Code Specialist Module Certification (for Permit Specialist).
  • Certifications required are consistent with the ICC industry standard.
  • Ability to effectively communicate information and respond to questions in person-to-person and small groups situations.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area circumference, and volume. Ability to apply concepts such as fractions, ratios, and proportions to practical situations.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret and extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

  • May act as a lead in the absence of the One Stop Permit Manager and Supervisor (for Permit Specialist).

Responsibilities

  • Process, and issue construction permits, perform preliminary and simple plan reviews, and ensure all necessary documents are included in the construction application package.
  • Provide exceptional customer service to City employees and the general public in person, by telephone, email, and written correspondence. Manage the front counter, welcome guests with a positive attitude, and serve as the initial point of contact for permit applications.
  • Register new contractors and renew and update contractor documents as needed.
  • Maintain accurate records and schedule inspections across all construction trades.
  • Prepare letters, in-house memos, and forms as needed. Correspondence may vary from simple to complex concerning building, engineering, legal, or other technical matters.
  • Manage all incoming calls and emails, distribute them accordingly, and assist in answering telephones, handling complaints, answering questions, screening calls, taking messages, and routing calls to various departments.
  • Collaborate with other departments involved in the review process.
  • Assist in training of new employees.
  • Perform daily cashier reporting for finance.
  • Prepares Residential Certificates of Occupancy independently.
  • With assistance, may complete Commercial Certificates of Occupancy.
  • Independently prepares Commercial Certificates of Occupancy.
  • Leads and trains new employees.
  • Assist in the development of training material.
  • Completes monthly reporting for internal and external agencies.
  • Perform any other related duties as required or assigned.
