About The Position

This role involves designing, developing, and executing various types of performance tests for enterprise applications and systems. The engineer will use tools like LoadRunner to script tests, analyze system behavior under load, identify bottlenecks, and provide recommendations for improvement. The position also includes supporting capacity planning, conducting trend analysis, and performing tests in cloud environments (AWS, Azure). Collaboration with other teams and reporting on findings are key aspects of the role. The engineer will support both mainframe and web-based application environments.

Requirements

United States Citizenship.
Requires a University Degree and minimum ZERO to TWO (0-2) years of prior relevant experience; FOUR (4) years of relevant experience of may be substituted for formal education
Ability to work on client site in New Carrolton, MD five days a week.
TWO (2) years of experience in performance engineering, performance testing, or systems performance analysis.
Experience with performance testing and system tuning to ensure applications meet scalability requirements.
Experience with LoadRunner for designing, executing and analyzing performance tests.
Skilled in bottleneck analysis and establishing performance baselines.
Understanding of Service Level Agreements (SLAs), Key Performance Indicators (KPIs) and non-functional requirements and translating them into testing objectives.
Experience producing forecasts and workload projections based on trend analysis and historical data.
Knowledge of cloud performance testing (AWS, Azure).
Strong skills in analyzing test results and findings to provide actionable recommendations.
Experience with capacity planning frameworks and building performance models to anticipate future growth and demand.
Familiarity with monitoring tools for performance testing, such as AppDynamics or Splunk, to identify and analyze bottlenecks.
Familiarity with mainframe and web-based performance systems.

Nice To Haves

Prior experience working for the Internal Revenue Service (IRS) as an employee or a contractor (preferably within the last six months).
Experience supporting large-scale Federal or Public Sector technology programs.
Experience with additional performance testing tools such as JMeter, Gatling, or NeoLoad.
Familiarity with cloud-native architectures, microservices, and containerized environments.
Experience integrating performance testing into CI/CD or DevSecOps pipelines.
Knowledge of application monitoring and observability platforms such as Dynatrace, New Relic, Grafana, or Datadog.
Experience supporting high-volume, mission-critical transactional systems.
Relevant certifications in cloud platforms (AWS or Azure), performance testing, or systems engineering.
Experience presenting performance findings and recommendations to executive and program leadership stakeholders.

Responsibilities

Design, develop, and execute performance, load, stress, scalability, and endurance test plans for enterprise applications and systems.
Utilize LoadRunner to create test scripts, execute performance tests, and analyze system behavior under varying workloads.
Establish performance baselines and identify application, infrastructure, database, network, and system bottlenecks.
Analyze test results and provide actionable recommendations to improve scalability, reliability, and overall system performance.
Translate Service Level Agreements (SLAs), Key Performance Indicators (KPIs), and non-functional requirements into measurable performance testing objectives.
Conduct trend analysis using historical performance data to develop workload forecasts and capacity projections.
Support capacity planning activities by building performance models and assessing future growth demands.
Perform performance testing within cloud environments, including AWS and Azure.
Leverage monitoring and observability tools such as AppDynamics, Splunk, and similar technologies to identify and diagnose performance issues.
Collaborate with development, infrastructure, architecture, and operations teams to resolve performance-related challenges.
Prepare performance assessment reports, dashboards, and presentations for technical and non-technical stakeholders.
Support both mainframe and web-based application environments to ensure performance and scalability objectives are achieved.
