About The Position

The Per Diem Operations Manager oversees barge loading operations and supervises union labor to ensure safe, efficient, and compliant cargo handling. This role plays a critical part in maintaining operational continuity, enforcing labor standards, and upholding customer service expectations. The position requires strong leadership, labor relations expertise, and the ability to respond to operational needs across multiple port locations.

Requirements

  • High school diploma or equivalent.
  • 3+ years in maritime, stevedoring, or terminal operations, preferably in supervisory capacity.
  • Valid driver’s license; valid TWIC card or ability to obtain and maintain.
  • Familiarity with longshore union policies, port procedures, and maritime safety regulations.
  • Awareness of anti-discrimination, anti-harassment, and anti-retaliation laws (training provided).
  • Understanding of OSHA, US Coast Guard, and PSMSC safety standards.
  • Strong leadership and supervisory abilities.
  • Proficiency in Microsoft Word and Excel.
  • Effective communication with union personnel, vessel agents, and management.
  • Ability to remain composed and responsive under stress and conflicting demands.
  • Strong listening skills and decisiveness in dynamic operational settings.
  • Ability to analyze reports and make operational decisions under pressure.
  • Professional demeanor in all internal and external interactions.
  • Organizational awareness and sensitivity to interdepartmental dynamics.

Nice To Haves

  • Prior experience supervising union labor in a marine terminal or maritime operations environment.
  • Background in human resources or labor relations, particularly in unionized settings.
  • Understanding of stowage planning, de-ballasting, and cargo sequencing.
  • Familiarity with vessel gear and equipment certifications.
  • Familiarity with human resources practices in unionized environments.

Responsibilities

  • Leads and supervises barge loading operations to ensure timely, accurate, and safe cargo handling in compliance with customer specifications and regulatory standards.
  • Directs union labor and Foremen in accordance with collective bargaining agreements, including issuing instructions, approving overtime, and managing shift extensions.
  • Administers labor relations activities, including issuing discipline, resolving grievances, and participating in union negotiations.
  • Coordinates with port authorities, vessel agents, and customers to align operational plans and resolve issues in real time.
  • Reviews and verifies load plans, timecards, and safety checklists to ensure accuracy and compliance with operational procedures.
  • Implements and enforce safety policies, conduct root cause analyses, and leads incident investigations to promote a culture of safety.
  • Monitors and evaluate operational performance, identifying cost-effective methods and recommending process improvements.
  • Cross-trains in various stevedore functions to support operational flexibility and team development.
  • Maintains flexibility to work variable shifts, including weekends, holidays, and 24-hour on-call hours; responds to operational needs at short notice.
  • Travels to other company terminals (Port Angeles, Vancouver, Anacortes) to support operations as required.
  • Achieves operational efficiency by minimizing cargo handling delays and ensuring accurate labor forecasting.
  • Other duties as assigned by supervisor.
