At HHSC, your contributions matter, and we support you at each stage of your life and work journey. This onsite role requires the selected candidate to work from an HHS office in Austin, Texas. The PeopleSoft Techno-Functional Analyst performs software development, system analysis, production support, and application maintenance activities for CAPPS Financials and related systems. This position is responsible for designing, developing, testing, implementing, and supporting system enhancements, interfaces, reports, and upgrades using PeopleSoft Financials, PeopleTools, and Oracle technologies. The analyst works closely with business stakeholders, functional analysts, technical teams, vendors, and support staff to ensure applications meet business requirements and agency standards. The position analyzes business and technical requirements; develops technical solutions; troubleshoots and resolves complex production issues; supports software releases and upgrades; performs code reviews; and maintains system documentation. The analyst also assists with security administration, interface support, testing activities, and compliance with agency development, security, and change-management standards. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. This position is for U.S. Citizens or individuals legally authorized to work in the United States, subject to agency and Human Resources requirements.

Requirements

  • Knowledge of PeopleSoft Financials modules, business processes, data elements, table structures, workflows, and configurations.
  • Knowledge of PeopleTools architecture, PeopleCode, Application Engine, Component Interface, Integration Broker, Process Scheduler, Data Mover, Application Designer, and security administration.
  • Knowledge of Oracle databases, SQL development, query optimization, performance tuning, database objects, and troubleshooting techniques.
  • Knowledge of system development lifecycle practices, testing methodologies, release management, change management, and quality assurance practices.
  • Knowledge of governmental accounting principles, financial business processes, and regulatory requirements.
  • Knowledge of application security concepts, segregation of duties, role-based access controls, and audit compliance practices.
  • Skill in PeopleCode development, PeopleTools, PeopleSoft debugging, SQL development, query design, and performance analysis.
  • Skill in designing, developing, testing, implementing, and supporting interfaces, reports, and system enhancements.
  • Skill in analyzing technical and business requirements and translating them into effective application solutions.
  • Skill in data analysis, troubleshooting, root-cause analysis, and problem resolution in complex enterprise environments.
  • Skill in preparing technical documentation, implementation plans, testing artifacts, and status reports.
  • Skill in oral and written communication with technical and non-technical stakeholders, management, vendors, and business users.
  • Ability to troubleshoot and resolve complex application, integration, database, data, and security-related issues.
  • Ability to manage multiple priorities, coordinate activities across teams, and meet project deadlines.
  • Ability to lead technical discussions, facilitate stakeholder engagement, and support cross-functional initiatives.
  • Ability to develop work plans, track deliverables, and provide accurate oral and written status reports.

  • Ability to effectively support system upgrades, production implementations, testing activities, and operational support functions.
  • Four (4) years of experience with PeopleSoft

  • Graduation from an accredited four-year college or university with major coursework in Computer Science, Information Systems, Business Administration, Accounting, or a related field preferred.

Responsibilities

  • Designs, develops, modifies, tests, and implements complex PeopleSoft applications, interfaces, reports, queries, Application Engine programs, PeopleCode, Component Interfaces, integration solutions, SQL scripts, stored procedures, and other technical objects supporting CAPPS Financials and related systems.
  • Performs technical analysis and develops solutions based on approved business and functional requirements.
  • Develops and executes unit, system integration, and regression testing activities, including preparation of test data, test scripts, defect resolution, and validation of results.
  • Participates in system upgrades, patch implementations, enhancements, and production deployments.
  • Develops and maintains technical documentation, implementation plans, and support procedures.
  • Supports interface design, monitoring, reconciliation, and troubleshooting between CAPPS Financials and external systems.
  • Provides advanced production support for PeopleSoft Financials applications, interfaces, reports, batch processes, and security-related issues.
  • Identifies, analyzes, investigates, and resolves application, interface, data, and system problems through root-cause analysis and corrective actions.
  • Provides technical leadership and coordination for technical support staff, contract resources, infrastructure teams, database administrators, and functional analysts involved in system modifications and implementations.
  • Supports incident, problem, and change-management processes.
  • Facilitates stakeholder review, testing, approval, migration, and implementation of application changes.
  • Assists in knowledge transfer and training activities for technical and business users.
  • Develops, enhances, and maintains software development methodologies, technical standards, coding standards, documentation standards, testing standards, and deployment procedures to ensure application quality, maintainability, reliability, and compliance with agency requirements.
  • Conducts and participates in code reviews and technical design reviews to ensure adherence to development standards, security requirements, and business objectives.
  • Develops and maintains documentation for CAPPS Financial Security roles, permission lists, access controls, business processes, technical specifications, interface mappings, migration procedures, operational runbooks, and support documentation.
  • Assists with security reviews, audit requests, segregation-of-duties analysis, access management processes, and compliance activities related to supported applications and business processes.
  • Performs other related duties, special projects, analyses, and responsibilities as assigned to meet agency business needs and operational objectives.
  • Attends work on a regular and predictable schedule in accordance with agency leave policy and procedures.
