About The Position

The Metropolitan Council is seeking an experienced PeopleSoft Business Systems Analyst (BSA) to provide functional and technical analysis support for PeopleSoft HRMS and Financials systems. The candidate will work closely with the existing PeopleSoft team, business stakeholders, and technical developers. This role requires a senior functional/techno-functional Finance lead with strong cross-functional HRMS knowledge, particularly in ChartField redesign, timekeeping and payroll-to-General Ledger (GL) integration, and financial and payroll year-end close processes.

Requirements

  • Bachelor's degree (B.S. or B.A.).
  • 10+ years of experience as a PeopleSoft Business Systems Analyst working with PeopleSoft Financials and HRMS.
  • Strong functional and techno-functional knowledge of PeopleSoft Finance and HRMS.
  • Experience with ChartField redesign, payroll-to-GL integration, and year-end financial and payroll processing.

  • Public-sector experience as a BSA supporting PeopleSoft HRMS and Finance applications.
  • Experience with ticketing systems and production support.
  • Strong teamwork and communication skills, including providing regular updates on work items and production issues.

Responsibilities

  • Redesign and optimize the Chart of Accounts (COA), accounting trees, combination edits, and distribution templates across General Ledger (GL), Accounts Payable (AP), Purchasing (PO), and Project Costing.
  • Manage data conversion and mapping from legacy systems to new ChartField structures.
  • Provide expertise in PeopleSoft Time and Labor (T&L) and Absence Management integration with North American Payroll.
  • Design and troubleshoot labor distribution accounting entries flowing into General Ledger.
  • Support payroll-to-GL interfaces, including PAYGL01 and PAYGL02.
  • Support Financials (FSCM) year-end close activities, including ledger close routines, encumbrance and purchase order balance rollovers, asset capitalization, 1099 processing, and open-period cutovers.
  • Support HCM year-end processes, including time and labor leave balance adjustments, payroll tax reconciliations, and W-2/year-end balance verification.
  • Align HR and Payroll cost-center changes with Finance reporting requirements.
  • Help prevent interface rejections and unbalanced journal entries.
  • Coordinate across Finance, HR, Payroll, and technical teams to maintain accurate financial and payroll processing.
