About The Position

As a member of the Toronto Shelter & Support Services (TSSS) People Services team, the People Service Consultant will support the development and delivery of Human Resources best practices within the division. This role provides human resource related support and strategic advice in areas such as recruitment, return to work/workplace accommodation, complement management, employee & labour relations, organizational development/change, employee engagement, and attendance management. The consultant will lead and/or coordinate divisional human resource related work groups and projects, ensuring effective teamwork and communication, and high standards of work quality. They will provide guidance and advice regarding Corporate and Divisional policies and procedures and legislative regulations to all levels of staff, ensuring consistent and timely implementation and adherence. The role involves identifying human resource related trends and needs, recommending and implementing strategies to promote performance and client service excellence, and overseeing the administration of various HR processes like transfer requests, police reference checks, and leaves of absence. The consultant will also support recruitment and promotional processes, provide complement and position management support, coordinate return to work and workplace accommodation matters, and collaborate with the Corporate Employee and Labour Relations team on collective agreement matters. Additionally, the role includes leading or supporting workplace investigations, re-engineering policies and procedures, facilitating SuccessFactors submissions, overseeing contingency planning, supporting training sessions, developing consultative processes, and supporting the development and implementation of strategic HR plans. The consultant will also conduct research, gather and analyze workforce data, prepare reports and presentations, develop communication strategies, and ensure programs are delivered through an equity, diversity, and inclusion (EDI) and staff wellness lens, while managing project expenditures within budget.

Requirements

  • Post-secondary education in a discipline pertinent to the position combined with relevant professional experience, or the equivalent combination of education and experience.
  • Considerable experience developing and delivering human resource strategies and services in multiple functional areas in a large organization.
  • Experience leading and implementing significant initiatives and projects that support organizational change.
  • Experience preparing comprehensive reports, management correspondence, and presentation materials using Microsoft Office Suite.
  • Experience utilizing HR/Payroll applications (such as SuccessFactors, SAP, etc.)
  • Comprehensive knowledge of employment related legislation, including the Employment Standards Act, Human Rights Code, Occupational Health & Safety Act, applicable collective agreements and human resources policies.
  • Consultation and advisory skills with the ability to work at all levels of the organization in assessing organizational needs and developing and implementing effective programs and strategies within a unionized work environment.
  • Excellent human relations and conflict management skills with the ability to handle matters of a confidential /sensitive nature as it relates to management and unionized employees.
  • Highly developed business writing skills, critical thinking, judgment, tact, and expertise in facilitating consensus and persuading/negotiating with a variety of stakeholders.
  • Ability to lead work groups, foster effective teamwork and provide a high level of client service.
  • Ability to facilitate and present to large and small groups.
  • Fundamental knowledge of organizational effectiveness, employment equity, employee engagement, and change management principles and practices.
  • Strong organizational and research skills with the ability to coordinate and manage short and long-term projects/assignments through to completion.
  • Knowledge of complement management principles and practices.

Nice To Haves

  • Certified Human Resources Professional (CHRP) designation would be considered an asset.

Responsibilities

  • Provides human resource related support & strategic advice, in conjunction with People & Equity, in the following areas: recruitment, return to work/workplace accommodation, complement management, employee & labour relations, organizational development/change, employee engagement, and attendance management.
  • Leads and/or coordinates divisional human resource related work groups and projects, ensuring effective teamwork and communication, and high standards of work quality.
  • Provides guidance and advice regarding Corporate and Divisional policies and procedures and legislative regulations to all levels of staff and ensures consistent and timely implementation and adherence throughout the division.
  • Identifies human resource related trends and needs in the division, recommends and implements a variety of strategies, initiatives and tools to promote performance and client service excellence.
  • Oversees and administers transfer requests, police reference checks, leave of absence requests, etc. to ensure adherence to corporate policies, collective agreements, and relevant legislation.
  • Supports the recruitment and promotional process for the division, ensuring processes are fair and adhere to corporate policies, procedures, Human Rights legislation and collective agreements.
  • Provides divisional complement and position management support, monitoring, and expertise, in collaboration with the Finance & Administration Unit, utilizing SuccessFactors and SAP.
  • Coordinates and/or leads divisional return to work and workplace accommodation matters and initiatives in conjunction with People & Equity.
  • Works collaboratively and in conjunction with the Corporate Employee and Labour Relations team when providing advice on collective agreements and in administering Collective Agreement matters.
  • Leads and/or supports workplace investigations in the division.
  • Recommends, designs, re-engineers and facilitates policies, procedures, processes and programs to support high quality service and continuous improvement.
  • Ensures efficient facilitation and effective oversight of divisional SuccessFactors submissions and approvals.
  • Oversees and facilitates contingency planning and resource allocation regarding deployment for the division in response to divisional emergencies/responses.
  • Supports and/or facilitates training and information sessions to support divisional initiatives and programs.
  • Develops and implements consultative processes, frameworks, and tools to strategize with stakeholders on divisional human resource related business needs and initiatives.
  • Supports the development and implementation of divisional human resource focused strategic plans.
  • Develops and implements innovative human resource related strategies to meet divisional needs and to support divisional and/or corporate priorities.
  • Conducts research into assigned area ensuring that such research considers developments within the field, corporate policies and practices, legislation and initiatives within the City and by other levels of government.
  • Ensures the systematic and timely gathering, aggregation and analysis of workforce data to support strategy options and plans.
  • Prepares comprehensive reports, work plans, presentation material, briefing notes and other management correspondence.
  • Develops and implements communication strategies in relation to unit initiatives, processes, and policies.
  • Ensure that programs and services are delivered through an equity, diversity and inclusion (EDI) and staff wellness lens.
  • Ensures that the project expenditures are controlled and maintained within approved budget limitations.
  • Represents the division on human resource related matters as assigned.
