People & Culture Programs Lead

About The Position

The People & Culture Programs Lead will be responsible for developing and implementing holistic, integrated People & Culture (P&C) programs that enhance culture, employee engagement and experience, while ensuring compliance with local legislation. This role is critical to advancing Modern Niagara’s commitment to building a high performance, inclusive and engaging workplace culture. By designing and delivering integrated P&C programs, the Programs Lead directly enhances the employee experience, strengthens engagement, and ensures alignment with organizational values and strategic priorities. This position enables the organization to proactively support its people, drive consistently across initiatives and foster a workplace where employees can thrive while contributing to business success.

Requirements

  • Minimum 5 years of experience in HR, employee experience, or program management
  • Strong experience supporting engagement, culture, and DEI initiatives preferred
  • Strong analytical skills with the ability to translate data into insights and actions
  • Excellent communication and stakeholder management skills
  • Ability to work effectively across diverse employee groups, including field-based teams
  • Highly organized with strong project management capabilities
  • Experience in construction, manufacturing, or similarly complex environments is an asset

Responsibilities

  • Design, implement, and continuously improve programs that enhance employee engagement and retention across both field and office workforce
  • Analyze employee feedback (e.g., surveys, focus groups) to identify trends and recommend actionable improvements
  • Partner with leaders, SMEs and Business Partners to ensure programs meet the needs of diverse employee groups
  • Support the development and execution of DEI strategies and initiatives that foster an inclusive and equitable workplace
  • Track and measure the effectiveness of DEI programs and recommend enhancements
  • Oversight and guidance of the employee-led Affinity Groups
  • Help define and evolve the company’s EVP to align with employee needs and organizational goals
  • Collaborate with internal stakeholders to ensure EVP messaging is reflected across the employee lifecycle
  • Lead the development and administration of employee recognition programs that reinforce company values and celebrate achievements – e.g., tenure, core values awards
  • Evaluate program effectiveness and introduce innovative approaches to recognition
  • Work closely with the broader P&C / Employee Experience team on cross-functional programs, including: Coordinate program logistics, communications, and stakeholder engagement
  • Establish metrics and dashboards to evaluate program success and impact
  • Use data-driven insights to refine and scale programs
