About The Position

The Texas Water Development Board (TWDB) is seeking a Payroll & Travel Accounts Payable Accountant (Accountant II) to perform routine (journey-level) accounting work. This role involves ensuring the accurate maintenance of accounting records and files related to travel and payroll. The position is responsible for timely processing and accuracy review of invoices and travel reimbursements, ensuring compliance with state accounting guidance and agency record-keeping methodologies. Additionally, the role assists with other accounts payable functions, including processing agency payroll and operational transactions, and provides general support on special projects. The position reports to the Director of the Financial Operations Division and works under moderate supervision with limited latitude for initiative and independent judgment.

Requirements

Graduation from an accredited four-year college or university with a bachelor's degree.
Two years of accounting and financial operations experience.
Relevant education and experience can be submitted for each other on a year-for-year basis.
Ability to maintain the security or integrity of critical infrastructure within Texas.
Ability to meet agency in-office requirements.
Ability to work accurately with numerical details in a high-volume setting.
Ability to communicate effectively both verbally and in writing.
Ability to work efficiently and independently in a dependable, organized, and productive manner to plan and arrange workload to meet schedules and deadlines.
Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.

Ability to work shifts that may exceed eight hours, including early mornings, nights, and weekends.

Nice To Haves

Previous State of Texas government accounting experience.
Experience working in payroll/accounts payable/receivable.
Previous experience knowledge of USAS, CAPPS and/or other accounting financial systems.
Experience working with Travel/Payroll.

Responsibilities

Processes travel third party reimbursement payments in a timely manner.
Processes employee travel reimbursements and/or payroll.
Prepares monthly reconciliation activities.
Maintains travel voucher log.
Reviews various vouchers for discrepancies.
Responds to vendor customer services needs or internal staff regarding payment issues.
Prepares and enters payments and/or journals into internal and external accounting systems such as Uniform Statewide Accounting System (USAS), and Centralized Accounting and Payroll/Personnel System (CAPPS).
Participates in the development of the Annual Financial Report.
Serves as backup and provides assistance to other A/P accountants.
Assist payroll with completing federal and state reports, reconciliations, payments, and entries in CAPPS-HR.
Back-up to the payroll processes.
Process unemployment reimbursements.
Complies with established procedures.
Research items upon request.
Coordinates coverage of functions related to individual job responsibilities prior to requesting time off.
Participates in independent job-related research and demonstrates initiative when seeking solutions to issues.
Composes a centralized work manual for tasks and responsibilities.
Maintains confidential and sensitive information.
Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency's records retention procedures and schedule.
Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
May be required to operate a state or personal vehicle for business purposes.
Performs other duties as assigned.
