About The Position

The Payroll Supervisor oversees system maintenance, annual reconciliation, year-end tasks and audit of the payroll and accounts payable processes. Creates and maintains payroll policies, payroll procedures, system documentation, and stays current on latest system releases, legislative compliance, and CRA changes. Liaises with the HR team on system change, labour relation compliance, and employment standards. Coordinates with the Finance team on departmental budget, GL reporting and external audit procedures. The Supervisor partners with the IT team regarding system implementation and maintenance. This position also provides hands-on support to the payroll team as the need arises.

Requirements

  • Bachelor’s Degree from an accredited post-secondary institution in Business Administration or relevant discipline, or acceptable combination of education and experience necessary to fulfill the requirements
  • Payroll Compliance Professional (PCP) Designation
  • Member in good standing with the National Payroll Institute
  • Demonstrated experience of five years with full-cycle payroll, benefits and accounting environment, with particular emphasis on HRIS management, preferably at a supervisory level in a public sector organization
  • Advanced computer knowledge using MS Office applications with advanced proficiency in Excel
  • Knowledge of Generally Accepted Accounting Principles for municipal and not-for-profit
  • Good organizational and communication skills along with excellent attention to detail
  • Experience working in a unionized environment with multiple collective agreements
  • Administrative experience working with OMERS pension plan or similar public sector pension plans

Responsibilities

  • Oversees the end-to-end payroll process and provide back-up support to approve payroll registers and bank transfer files
  • Oversees the reconciliation of withholding taxes and remittances for multiple payroll business accounts on a per pay and annual basis
  • Monitors payroll liability accounts
  • Manages and informs Service Canada of changes to collective agreements in relation to the EI premium reduction program
  • Analyzes leave reports and oversees the calculation of pension buy back options, distribution to employees, and purchase processes.
  • Audits wage grids for union and non-union employees, ensuring that they are current, reflect contract ratification, COLA and pay equity adjustments
  • Oversees retroactive payments to all County and community partner employees
  • Responsible for annual reconciliations of T4's, Business Account remittances and OMERS Form 119 and processes all resulting adjustments
  • Subject matter expert for payroll related software systems
  • Conduct functionality testing on new releases, patches, and configuration updates
  • Update configuration as required to comply with legislative changes, collective agreement ratifications, and business progress as required
  • Monitor and maintain activity within the UKG community to keep abreast of future change and system maintenance
  • Create, follow-up and implement service request tickets with the UKG support team
  • Assist the County’s UKG support team with resolving employee issues and inquiries
  • Supervises and coordinates weekly payment of 300-500 invoices through the processing of cheque/EFT runs & weekly/monthly/year-end close-offs
  • Responsible for numerous ledgers such as County of Lambton, CLCDC, SLEP, LGPSB, TSL and SWIFT
  • Responsible for recruitment, training, support, scheduling, supervision and other labour relations activities for the Payroll and Accounts Payable team
  • Responsible for the review of employee performance and corrective action when warranted, including disciplinary and termination procedures, having regard to the requirements of legislation
  • Provides guidance, instruction and direction, and assigns work to the Payroll and Accounts Payable team
  • Responsible for ensuring that self and direct reports adhere to County Health and Safety policies and procedures
  • Maintain effective staff relationships by fostering a healthy work environment
  • Provides all County departments, employees and managers with advice and expertise regarding the processing of payroll and OMERS pension policies and procedures and legislation requirements
  • Acts as a resource for payroll related issues for affiliated organizations such as SLEP, CLCDC, WOWC, TSL and SWIFT
  • Liaises and coordinates with HR Department on payroll related issues such as termination benefits, severance payments, retroactive pay, and impact of changes in government regulations on payroll processing requirements
  • Primary liaison with the IT and HR department relating to the implementation and maintenance of the HRIS
  • Work with the Finance department on internal and external audit inquires as part of the year end process, and on an ad-hoc basis
  • Administers employee absence banks for sick, intermittent, vacation and floater hours to ensure compliance with multiple collective agreements and non-unionized entitlements
  • Liaisons with payroll auditors (external, federal & provincial), financial institutions, ministries and other municipalities, responding to all inquiries about rates of pay, processing, withholding taxes, T4s, OMERS, etc.
  • Incumbents must keep current on all relevant payroll legislation including the Canada Revenue Agency and the Employment Standards Act, ensuring compliance in every aspect of payroll and employee records
  • Incumbent must be knowledgeable with all collective bargaining agreements, and County Policies and Procedures ensuring that these are implemented as prescribed
  • Initiative must be taken to gain familiarity with the National Payroll Institute professional standards, resources, and practices
  • Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position's Physical Demands Analysis
