About The Position

The NYC Department for the Aging (DFTA) is committed to eliminating ageism and ensuring the dignity and quality of life for older New Yorkers. The Office of Human Resources (OHR) manages the agency's human capital, including recruitment, HR, civil service, employee relations, training, timekeeping & payroll, benefits, performance management, and more. OHR is seeking a dynamic and highly motivated Payroll Supervisor to join the Payroll Unit. This role reports to the Senior Director of Payroll and Timekeeping and will support and execute payroll functions. The ideal candidate will be knowledgeable in City Payroll policies and procedures, recurring increment payments, and ensure compliance with civil service laws, employment laws, and collective bargaining agreements.

Requirements

  • Must be a current City Employee.
  • Must be serving permanently in the title of Administrative Manager or have taken the most recent Administrative Manager civil service exam and be reachable for appointment from the resulting list.
  • A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty.
  • OR An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty.
  • OR A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty.
  • OR Education and/or experience equivalent to the above.
  • All candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described above.
  • Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Responsibilities

  • Supervise and train Payroll staff and monitor daily unit operations.
  • Ensure quality assurance and payroll procedures are adhered to.
  • Provide resolution for payroll issues to staff as needed while ensuring compliance with established internal and external policies and deadlines.
  • Monitor and audit all authorized payroll and personnel transactions in PMS/NYCAPS to ensure accurate and timely payment of salaries and differentials.
  • Review personnel actions such as appointments, promotions, title changes, resignations, retirements, and terminations.
  • Assist Senior Director with the oversight of contractual increases and additions-to-gross (ATG) payments and the agency’s Motor Vehicle and Parking Fringe Benefits procedures.
  • Ensure accurate bi-weekly payroll.
  • Coordinate submission of all required payroll forms, including Payroll Certification, one-time payments, stop payments, undistributed checks, and supplementary payroll.
  • Administer the review of payroll reports such as the 160, 161, 700, and 320 reports, and ensure all related reports are monitored on a regular basis.
  • Direct the managerial lump-sum payment process to ensure accuracy, timely submission to the Comptroller’s Office, and timely processing at the agency level.
  • Maintain an effective internal control system to ensure compliance with directives, policies, and procedures issued by oversight agencies such as DCAS, OPA, the Comptroller’s Office, and Labor Relations.
  • Serve as the agency Security Officer for NYCAPS, PMS, and CHRMS.
  • Monitor disbursements and garnishments to ensure compliance with federal and state wage and hour laws.
  • Assist NYC Aging employees with ESS functions such as Direct Deposit, the College Savings Program, and Commuter Benefits enrollment.
  • Provide a high-level of customer service to NYC Aging employees.
  • Investigate payroll discrepancies.
  • Perform related assignments and special projects, as deemed necessary.
