About The Position

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city. The Administration and Planning Division oversees administrative and operational services, including the Office of Employee Services (OES). OES manages human capital administration, workforce management, and employee-related programs. OES is seeking a Payroll Supervisor to assist the Deputy Director in managing the agency's payroll, compensation, audit, benefits, and reporting for approximately 2,000 employees. This role requires significant independent judgment and authority.

Requirements

  • Permanent in the Principal Administrative Associate Civil Service title or permanent in a comparable Civil Service title eligible for a 6.1.9 title change.
  • Include Employee Identification Number (EIN) when applying.
  • Indicate permanent Civil Service title in cover letter.
  • Baccalaureate degree from an accredited college and two years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; OR
  • Associate degree or 60 semester credits from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience including one year of administrative supervisory experience; OR
  • Four-year high school diploma or equivalent and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of administrative supervisory experience; OR
  • Education and/or experience equivalent to the above, but all candidates must possess at least one year of administrative or supervisory experience.
  • Proficient computer and data entry skills.
  • Excellent written and oral communication skills.

Nice To Haves

  • Experience with the agency's payroll system and benefits administration.
  • Experience with collective bargaining agreements and civil service rules and regulations.
  • Experience with payroll management systems (PMS) and New York City Automated Personnel System (NYCAPS).

Responsibilities

  • Assist the Deputy Director in managing daily unit operations and overseeing the agency's payroll system and benefits administration for all staff, ensuring integrity and accuracy.
  • Perform specific projects as requested by the Deputy Director of Payroll & Benefits Administration with attention to detail and proficiency in computer skills, data entry, and communication.
  • Foster a team environment and collaborate with other OES program areas to eliminate overpayments and errors.
  • Act as a liaison with oversight agencies that manage benefits for current and retired employees (e.g., Department of Citywide Administrative Services, Citywide Office of Labor Relations, and NYCERS) when the director is unavailable.
  • Assist in tracking and implementing collective bargaining agreements, stipulation settlements, mayoral personnel orders, salary increases, union annuity payments, grievance determinations, and managerial lump sum reviews.
  • Assist in administering functions related to separations, off-boarding, taxable fringe benefits, non-city resident tax, and other programs.
  • Analyze current procedures to enhance unit operations, advise staff of updates, and monitor implementation and accuracy.
  • Analyze data for management review and for payroll system extracts reflecting new hires, separations, and headcount.
  • Track and generate overtime, attrition control, and other management reports, ensuring compliance with personnel policies and civil service regulations.
  • Develop, produce, and analyze computer-based reports for agency-wide analysis, overtime, absence control, hiring and attrition statistics, recruitment needs, and long-term strategies.
  • Prepare, review, and analyze the agency’s Summary of Payroll for management approval and certification by OPA, ensuring accuracy, completeness, and compliance.
  • Prepare and submit invoice payments for Sheriff’s Annuity and Security obligations, verifying supporting documentation, eligibility, calculations, and authorization.
  • Conduct comprehensive payroll audits and review payroll reports to identify and resolve discrepancies, errors, and irregularities.
  • Research, calculate, and implement Additions to Gross, including Experience Differentials, RIP, Longevity and Service Increments, and other contractual compensation adjustments.
  • Process and monitor EFT stop-payment requests and supplemental payments for inactive employees, erroneous or returned payments, one-time payments, managerial lump-sum payments, attorney-fee reimbursements, final leave balances, and other special compensation transactions.
